THIS IS FOR MARKET RESEARCH PURPOSES ONLY, NOT A REQUEST FOR PROPOSAL OR SOLICITATION. The Food and Drug Administration, Center for Drug Evaluation and Research, is seeking business sources, including service-disabled veteran-owned small businesses, HUBZone small businesses, and 8(a) certified companies. The following information is provided to assist the FDA in conducting Market Research to identify potential contractors for this effort: The government is seeking capability statements from small business manufacturing companies that can provide an instrument to simultaneously measure mitochondrial oxygen consumption and cytoplasic glycolysis in live cells to compare mitochondrial function with oxidative damage to proteins without lifting the cell or require trypsinization. The Center for Drug Evaluation and Research program involves the study of protein biochemistry and the role of oxidative stress. Mitochondrial respiration is a major source of free radicals rather beneficial or detrimental to the quality and function of proteins. CDER regulates several protein products whose function is critcally impacted by free radicals. The instrument system shall meet the technical requirements described herein. The instrument system must allow measurements of oxygen consumption in adherent cells. Lifting cells disrupts cell structure and ionic gradients, and hence metabolism; and lifting cells is not possible in the case of the differentiated (branched) myotubes. • Measures oxygen consumption rate (OCR) and extracellular acidification rate (ECAR) of living cells simultaneously • Uses 96 or 24-well, tissue culture microplates • Kinetic measurements are made in real-time • Completely non-invasive measurement requires no addition of dyes, labels or reporters. • All measurement reagents are imbedded in sterile, disposable, cartridges • Cells / plate are not affected by XF measurement and may be used for another assay • OCR and ECAR rate are calculated in 2-5 minutes using data acquired every 14 seconds • Typically requires only 30,000 to 80,000 cells per well • No cleaning required. All parts that contact cells, media or drugs are disposable. • Measures adherent cells without requiring trypsinization • Suspended cells may be measured using an adapter for cell and tissue attachment medium. • Up to two test compounds (drugs or substrates) may be added automatically to each well. Measurements may be performed before and after each compound is added. The associated North American Industry Classification System (NAICS) Code is-334516- Analytical Laboratory Instrument Manufacturing; Small Business Size Standard is 500 employees. Potential contractors must indicate business size, proof of any set-aside certification and company's DUNS number and provide a contact name, the mailing address, phone number and email address of point of contact. Capability statement must provide enough information to determine if the company can meet the requirement. At a minimum provide the following: Specifically address technical specs identified above to show the proposed instrument meets the requirements. Other descriptive material necessary for the government to determine whether the product offered meets the technical requirements including: technical specifications, descriptive material, literature, brochures and other information, which demonstrates the capabilities of the contractor to meet the requirement. Provide two contact names, email and phone for users of the proposed system that may be contacted by the government.
