- The Mission and Installation Contracting Command (MICC) on behalf of the DOD, Army Material Command, intend to award a sole source contract to the University of Mary Washington (UMW)-Stafford Campus, 121 University Boulevard, Fredricksburg, VA 22406. This contract will provide the necessary classroom space and classroom support for the Capital and Northeast Region (CNE) of the Defense Acquisition University (DAU). The period of performance for this contract is 1 April 2011 through 30 September 2011. The leased classroom space will be used to conduct required courses for the FY11 academic calendar as part of the Directors of Acquisition Career Management (DACMs) input for each Service and the 4th Estate. DAU is responsible for executing the DAWIA training for the Acquisition Work Force within their region. The University of Mary Washington offers existing classroom space that currently meets DAU's space requirements and computer and software requirements. In addition, UMW is currently able to provide the necessary support which is required when offering DAU courses for students in the area. There was a competitive contract in process which has been awarded by GSA for classroom space that will replace the need for UMW. However, that effort has been delayed by Washington Headquarters Service (WHS) and GSA in the post-award administration of the contract. This has necessitated the need for a Bridge Contract to provide additional classroom space to conduct required classes in support of the FY 11 workload while waiting availability of the new facilities, currently scheduled for occupation by 30 Sep 2011. If this action is not accomplished, the impact to the DAU mission of delivering DAWIA courses is significant. Of the 22 class offerings currently scheduled for this site from 1 April, 2011 - 30 Sept, 2011, ALL would be cancelled. The classes cannot be relocated to DAU existing facilities as they are all booked for the year. Additionally, it will add to student backlogs for some of these offerings, further delaying training opportunities to government employees. Harm to the government resulting from delayed acquisition training has the potential to be substantial in the short term and even greater in the long term, therefore directly affecting mission accomplishment. As a result, the government intends to solicit and negotiate the requirement with only once source in accordance with FAR 13.106-1(b)(1). This notice of intent is not a request for competitive quotes or proposals. However, the Government will consider all capability statements received by 10:00 A.M., 22 March 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous by the Government in future procurements. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government.
