- The Joint Medical Logistics Functional Development Center (JMLFDC) seeks vendor and product information for COTS software applications to integrate with the existing MHS Defense Medical Logistics Standard Support - Facility Management (DMLSS-FM) system to provide CAD, space management and Building Information Modeling (BIM) capabilities within Department of Defense (DoD) medical facilities. The Defense Medical Logistics Standard Support (DMLSS) automation information system (AIS) provides an integrated and comprehensive range of medical materiel, medical equipment, war reserve materiel and facilities management capabilities. The DMLSS program is currently in use at over 200 DoD sites worldwide and operates in client-server architecture, using an Oracle 11g database on Windows 2003 servers. The Facilities Management application within the DMLSS system (referred to as DMLSS-FM) functions as a standardized computer aided facilities management (CAFM) and computerized maintenance management system (CMMS) used to provide total facility life cycle management capabilities within all MHS facilities. The DMLSS-FM application contains the following modules: a)Facility Inventory b)Room Inventory c)Real Property Installed Equipment Inventory d)Maintenance Procedures d)Preventive Maintenance Scheduling e)Work Request Management f)Project Management g)Requirements Management h)CAD / Drawing Management / Space Management(CAD/DM/SM) i)Budget Management The CAD/DM/SM capabilities are currently provided by a COTS product, Drawbase Ver 6.4. JMLFDC is considering available options for modernizing the CAD/DM/SM capabilities and migrating DMLSS-FM to a Building Information Modeling (BIM)-compliant platform to better manage and maintain MHS assets and improve military healthcare throughout the DoD. Specifically this RFI requests that vendors explain their abilities to meet or exceed the following requirements: REQUIREMENTS The system shall provide state-of-the-art technology for computer aided design (CAD) for selected power users who have responsibility for creating/editing electronic drawings. (Approximately 50-100 users worldwide will use the system to create/edit electronic drawings.) The system shall provide state-of-the-art technology for users at all levels (from individual medical facility to DoD headquarters) to view, manipulate and print drawings. (Approximately 1000-1500 users worldwide will use the system to view, manipulate and print drawings.) The system shall provide state-of-the-art technology for users at all levels (from individual medical facility to DoD headquarters) to perform space management functions, including graphical queries, move management, scenario planning, etc. (Approximately 1000-1500 users worldwide will use the system for space management purposes.) The system shall provide the capability for headquarters-level users to view drawings for any medical facility in DoD on a real-time or near real-time basis (drawings never more than 7 days old). The system shall provide state-of-the-art technology for managing software licenses to ensure the requirement for licenses can be met in the most cost-efficient manner. The system shall meet or exceed current industry standards including, but not limited to: BIM, BOMA, IFC 2x3, Executive Order 1327 - Real Property Asset Management RPAM), COBIE2, IFMA, ODBC, and open application programming interface (API). The system shall have the capability to integrate geospatial information services (GIS) and 3D CAD objects and information. The system shall be able to upgrade to an enterprise-wide web-based platform. The system shall provide layer capabilities to reflect and/or isolate engineering disciplines. The system shall provide utilities that facilitate user/role/group security and privileges/access. The system shall provide methods that will allow system security and access to be controlled by either DMLSS or another software system. The system shall support enterprise wide localization and language functions and compatibilities. The system shall produce multi-lingual drawings and reports. The system shall support English and metric units of measure. The system shall support BIM formatted files which comply with DMLSS-COBIE transfer protocols. The vendor shall be responsible for the integration solution of their software to DMLSS. The system shall provide the capability to utilize current 2D drawings within and in conjunction with a BIM software platform. The vendor shall support JMLFDC in obtaining system accreditation (e.g., Certificate of Networthiness, Authority to Operate, etc.) on government networks. The system shall provide drawing capability which supports contingency plans in compliance with Unified Facilities Criteria (UFC) standards. The system shall provide version control (versioning) capability for the drawings and other associated files. The system shall provide the capability for bi-directional (drawing to database and database to drawing) data updates. The system shall support graphical spatial queries. The system shall provide the capability to query the DMLSS database and display the results graphically on an electronic drawing. The system shall have the ability to support and integrate with other third party software through an open API. The third party software may include, but not limited to: Information Technology (IT), Telecommunications and Cable Management, Building Operations and Maintenance, Real Property and Lease, Move Management, Utilities Management and LEED initiatives, etc. The system shall support IPv6 in native mode for all interfaces. If not currently available, the vendor shall provide evidence of corporate commitment as well as a migration roadmap. The system support PKI authentication for all direct access. The system shall support Oracle database access over pre-authenticated shared connection. The system shall be U. S. Government Configuration Baseline (USGCB, formerly FDCC) compliant.
