- USAID/Regional Financial Management office (RFMO) a) provides financial services to three non-presence countries that includes Swaziland, Lesotho and Botswana and five presence countries in southern Africa, including South Africa, Zimbabwe, Angola, Madagascar, and Namibia, b) oversees the respective financial management staffs in each country; and c) supports USAID's technical programs, self-help Ambassador's programs, and PEPFAR programs. The Financial Management office (FMO) provides accounting, audit management, financial analysis, budgeting, payment processing, technical guidance, and staffing coverage to its client missions. This is a challenging position since the incumbent will be responsible for assisting the Controller in rebuilding financial analysis regionally by training and mentoring the financial analysts in RFMO and the client missions and providing templates for 'responsibility determinations' for new and existing contractors and grantees. The incumbent will train the financial analysts in the responsibilities required to ensure that prospective grantees have the requisite management, accounting, and operating systems in place to safeguard USG funds and resources prior to the award of new grants and contracts as well as ensure that post-award surveys are done on a timely basis to safeguard USG resources. Many of the financial analysts have less than two years with USAID and the USG and need in-depth mentoring in order to undertake their full roles and responsibilities. In addition, the financial analysts have not been trained in the full range of their responsibilities (i.e., accounting system development and oversight, cost construction reviews, workload counts, pipeline reviews, 1311 analysis, budgeting, accrual management, etc.). It is estimated that the incumbent will spend 60% of his/her time in providing on-the-job training and direction to the financial analysts in the responsibilities of award and audit management and 40% of his/her time providing technical assistance to the technical teams and the FMO.
