- 1) GENERAL INFORMATION: This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. This solicitation is issued as Request for Quote #A822111029A. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6 and supplemented with additional information. The National Park Service (NPS) contemplates award of a firm fixed price contract, as a result of this combined synopsis/solicitation, to the offeror providing the best value to the Government. NAICS code: 423320; small business size standard: 100 employees. The proposed contract is set-aside for HUBZone business concerns. All responsible business concerns may submit a quotation which shall be considered by the NPS. The anticipated award date is approximately March 31, 2011. PLEASE NOTE: All offerors who previously provided proposals and/or samples for announcement A8221110029 are required to submit a new proposal and samples if interested in this requirement. 2) STATEMENT OF WORK: This purchase request is for soil used as tread material for the Greenway 3 project. Specifications for this material are as follows: Sieve Size % Passing------------ ------------1" 1003/4" 991/2" 831/4" 77No. 4 6010 1840 6100 3200 2 Quantity required: a minimum of six thousand (6,000) tons and will not exceed seven thousand (7,000) tons. This request is for a per ton quote. Material will be delivered to the South Rim of Grand Canyon National Park at an active jobsite located at the South Rim of Grand Canyon National Park - or as directed by the project manager. All jobsites are within 7 miles of the park entrance and are accessible from State Route 64. This project requires a compactable soil that is described as compactable clay top soil mixed with a quantity of crushed or natural aggregate in various sizes and shapes one (1) inch diameter and smaller. The soil can be a cohesive clay, sand and gravel, or a combination of clay and granular material that exhibits plasticity when moist. Cinder and other volcanic rock materials are generally not suitable. This material is required to maintain shape and compaction suitable for pedestrian and wheelchair traffic when rolled, under most circumstances. This material is the finished product that will provide Americans with Disabilities Act (ADA) compliant access along park pathways. Material can be delivered to the job-site via a variety of trucks including, but not limited to belly dump, side-dump, or conventional dump trucks. The jobsite is located along an abandoned roadbed and has multiple access points to State Route 64 and park roads. Start dates for delivery can begin after April 18th and with deliveries made - as necessary through the course of the project ending August 15, 2011. Samples will be required for inspection prior to approval (see How to Submit a Proposal for details). Period of Performance: The contractor shall be capable of commencing deliveries on April 18, 2011, and completing deliveries by August 15, 2011. Ordering and supplying: The contractor shall coordinate the exact dates and times of delivery with the NPS. The contractor shall insure total for all amounts ordered and supplied does not exceed the amount noted in the contract line items. Submittals: At the time of delivery the contractor shall provide certification as to the number of tons of fill dirt provided. 3) CLAUSES AND PROVISIONS: This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. Provisions and clauses noted below may be accessed at http://acquisition.gov/far/index.html. Clause 52.204.07 Central Contractors RegistrationCompanies providing proposals must have a Data Universal Numbering System (DUNS) number (9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities), and must be registered in the Central Contractor Registration (CCR) database. The CCR is the primary Government repository for Contractor information required for the conduct of business with the Government. A company that is not registered in the CCR may not be considered for award. Conversely having a DUNS number and CCR record does not guarantee award to a company. The CCR database is available online at www.bpn.gov, and there is no charge to register. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this solicitation. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph "a" of the provision is hereby replaced with the following: -- "Award will be made on the basis of the lowest evaluated price of quotations meeting or exceeding the acceptability standards for non-price evaluation factors (Lowest Price Technically Acceptable or LPTA). PRICE: The NPS shall analyze prices to verify they are fair and reasonable per the requirements of Federal Acquisition Regulations, Subpart 13.106-3. --The non-price evaluation factors and their associated acceptability standards are: Past performance. Past performance is a measure of the degree to which a contractor has satisfied its customers in the past. Standard of Acceptability: The offeror must receive at least a satisfactory past performance rating by the NPS. The NPS will evaluate past performance based on, the Government's knowledge of offeror's past performance, and / or references obtained from any other source. Provision 52.212-3, Offeror Representations and Certifications-Commercial Items: the apparent successful offeror shall complete and submit the provision [proposal] to the Contracting Officer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract: 52.233-3, 52.233-4, 52.203-6, 52.219-4, 52.219-8, 52.219-9, 52.219-16, 52.219-25, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.222-50, 52.223-9, 52.225-1, 52.225-13, and 52.232-33. Clause 52.211-16, Variation in Quantity. (a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause. (b) The permissible variation shall be limited to: 10 Percent increase10 Percent decrease Clause 52.217-7, Option for Increased Quantity-Separately Priced Line Item. The Government may require the delivery of the numbered line item(s), identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor at any time prior to the expiration of the term of the contract.
