Description
This combined synopsis and solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice and is current to include the latest FAC. It is being issued as Request for Quotation (RFQ) Q1320112057. The National Park Service, Bighorn Canyon National Recreation Area has a requirement for solid stone or rock material which will be used to rip-rap a road fill slope per the attached specifications. This acquisition is a 100% small business set-aside; the National Park Service encourages the participation of veteran, disadvantaged and women owned business enterprises. The North American Industry Classification System (NAICS) code for this project is 212311/ 212312/ 212313 with a size standard of 500 employees or 484220 with a size standard of$25.5 million. All responsible small business concerns may submit a quotation which shall be considered by the National Park Service. (Quoted price is to be F.O.B. Bighorn Canyon National Recreation Area, 20 Highway 14A East, Lovell, WY 82431.) Delivery shall commence NET April 11, 2011 and be completed NLT April 28, 2011. QUOTES ARE DUE on March 29, 2011 at 4:30 PM Mountain Time and shall be delivered by the specified time to the National Park Service, Bighorn Canyon National Recreation Area, ATTN: Contracting Office. Offerors are further advised that failure to register in this Central Database will render your firm ineligible for award. Registration requires applicants to have a DUNS number. Recommend registering immediately in order to be eligible for timely award. STATEMENT OF WORK SCOPE Bighorn Canyon National Recreation Area has a requirement for the supply and delivery of a total of 500 tons of rip/rap material at two job sites: 1. Deliver 450 tons of material to job site Number One, Abercrombie, located approximately 15 miles north of Lovell, WY. Access from Lovell, WY to job site is by approximately 7 miles of paved State Highway 37 and 8 miles of single width dirt road. 2. Deliver 50 tons of material to job site Number Two, the Horseshoe Bend Red Cliff Area, approximately 15 miles north of Lovell, WY. Access from Lovell, WY is by approximately 12 miles of paved State Highway 37, an additional 2 miles of paved park road, and an additional 1 mile of single width dirt road. All material shall be unloaded as directed, but there is no requirement for the material to be placed in final position at either job site. Bighorn Canyon personnel shall move the material to its final location. Material delivery shall begin no earlier than 4/11/2011, and shall be completed no later than 4/28/2011. Road conditions and delivery site locations restrict the size of trucks that may be used to transport and deliver the material. Only trucks with a single side-dump trailer may be used to access the two job sites. Double trailers or dump trucks with pup trailers are not permitted. Deliveries shall be Monday through Thursday, from 7:00am - 5:30pm. (Friday/Saturday deliveries may be considered to facilitate project completion with the approval of the NPS Contracting Officer.) SPECIFICATIONS 1. Natural stone or rock processed for size and shape. Material shall not be concrete or other similar type of salvaged construction material. 2. Stone or rock shall consist of solid limestone material or similar dense product, and shall not be shale, sandstone, or similar type of "soft" material. 3. Material shall be shaped angular and irregular with jagged sides or acute edges, and shall not be boulders and not have rounded or smooth edges or sides. 4. Color shall be grey, tan, beige, or reddish, and shall not be black. 5. Maximum dimension of each piece of stone or rock shall be 3ft x 3ft x 3ft. 6. Minimum dimension of each piece of stone or rock shall be 2ft x 2ft x 2ft. 7. The material may contain up to 20 percent smaller pieces of stone or rock, due to the quarry or shipping process. However, fine soil material, overburden, other soft - sandy - unconsolidated - spoil - or deleterious materials are not acceptable. WEIGHT AND PAYMENT The contractor shall furnish weigh tickets from state certified scales for each delivery made. Payment will be made on actual quantities delivered and accepted. LINE ITEM 001 Quantity is not to exceed 450 tons. The final quantity delivered may be within the range of 425 to 450 tons (nominally twenty truckloads), due to the size and nature of the material, and the specific job site requirements. LINE ITEM 002 Quantity is not to exceed 50 tons. The final quantity delivered may be within the range of 45 to 50 tons (nominally two truckloads), due to the size and nature of the material, and the specific job site requirements. Note: per FAR 52.216-17, the Contractor is responsible for the delivery of each item quantity within allowable variations. If the Contractor delivers and the Government receives quantities of any item in excess of the quantity called for (after considering any allowable variation in quantity), such excess quantities will be treated as being delivered for the convenience of the Contractor. The Government may retain such excess quantities up to $250 in value without compensating the Contractor, and the Contractor waives all right, title, or interests therein. Quantities in excess of $250 will, at the option of the Government, either be returned at the Contractor's expense or retained and paid for by the Government at the contract unit price.
