- Provide all necessary architectural and engineering services required to provide a Healthcare Master Plan, Project No. 626-10-501 for the Tennessee Valley Healthcare System (TVHS), located in Nashville, Murfreesboro and the outpatient clinics located in Chattanooga and Clarksville, TN. The overall purpose of this study is to collaboratively produce a Master Plan for TVHS that addresses the physical requirements of the current and planned goals and objectives of the TVHS leadership. In addition, the specific placement, sizes and adjacencies of existing and future service lines will be defined and located for the convenience of the patient/visitors and the efficiency of the staff as well as enhancement of building and campus design. The Master Plan will visually and verbally display the past, current, and future direction of all four campuses by addressing site specific future development opportunities, expansion, decentralization, and consolidation possibilities for the facility. Area of consideration is limited to a 250 mile radius of the VA Medical Center, Nashville, TN. The NAICS code is 541310 and the size standard is $4.5 million. This procurement is 100% set-aside to Service Disabled Veteran Owned Small businesses. The selection criteria will include: 1) Professional qualifications necessary for performance of required services; 2) specialized experience and technical competence of the A/E firm with similar type projects; 3) past performance on contracts with Government agencies; 4) Location of A/E firm; 5) experience and roles of key personnel, specifically on related projects; 6) cost control and estimating effectiveness; Contract award is subject to availability of funds. This is not a request for proposal. Firms desiring consideration must submit two copies of SF 330 not later than 4:30 p.m. CST on April 8, 2011. SF 330 should be sent to Susan Kemp, Contracting Officer, VISN 9 Network Contracting Activity, Department of Veterans Affairs, 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN 37129. No faxed or e-mail SF 330s will be accepted.
