Description
This is a non-competitive combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Solicitation No. DTRT57-11Q-80053 is issued as a Request for Quotation (RFQ). This solicitation is being conducted under Simplified Acquisition Procedures (SAP), FAR Part 13.5 and FAR Part 12. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-48. The NAICS Code is 611710 and the Small Business size standard is $7 million. This announcement constitutes the only solicitation. A written solicitation will not be issued. The Government intends to award a Firm Fixed-Price Order on a non-competitive basis with Cambridge Systematics, Cambridge, MA. The Volpe National Transportation Systems Center (Volpe Center) has a requirement to provide a series of issue papers dealing with specific topics involving public private partnerships: challenges and opportunities. The Contractor will be tasked with producing an issue paper on the following four topics: Stewardship of Federal requirements, Review options, Decision-making process, and Performance management in accordance with the below statement of work (SOW). Statement of Work (Begins) BACKGROUND: The John A. Volpe National Transportation Systems Center (Volpe Center) has been tasked by the FHWA Office of Innovative Program Delivery (OIPD) with writing a series of issue papers dealing with specific topics involving public private partnerships: challenges and opportunities. Each of the issue papers will summarize key aspects, identify knowledge gaps, and highlight critical research needs in eight primary topic areas. For this procurement, the Volpe Center is seeking a contractor who can author up to four of the issue papers. The eight topics for the issue papers are: 1. Organizational capacity 2. Legal framework 3. Stewardship of Federal requirements 4. Financial markets 5. Revenue options 6. Decision-making process 7. Integration with national and regional networks and initiatives 8. Performance management The 2011 FHWA OIPD Public Private Partnerships project consists of the development of a series of issue papers which will lay out the research, education, and policy development needs in eight key areas. TASKS TO BE PERFORMED The Contractor will produce four separate issue papers in MS Word. The four topics are: Financial markets Revenue options Decision-making process Performance management For each of the four topics, the contractor shall develop an outline, a draft issues paper and then a final version of an issue paper. The outline and draft issue paper will be submitted for review by Volpe/FHWA staff and then the contractor will respond to comments and produce a final issue paper. The Contractor will also be tasked with serving as a facilitator for two of the topics: Integration with national and regional networks and initiatives Stewardship of federal requirements Task 1.1 Produce outline on the identified topics The Contractor's technical expert shall develop and deliver an issue paper outline on the identified topic. Upon Purchase Order award, the Volpe Center will provide the contractor a preliminary outline for each of the four the specific topics. The Contractor shall participate in a teleconference with the Volpe Center Technical Point of Contact, and FHWA representative, within one week of purchase order award. Using information from the teleconference and basic outline, the contractor shall deliver to the Volpe Center's Technical Point of Contact the outline electronically via email, and formatted using Microsoft Word within two weeks of the receipt of the preliminary outline. Task 1.2 Attend one-day Roundtable The Contractor will be required to attend the one-day expert roundtable that will be held for each of the topic areas. Each of the roundtables has been scheduled to held at the Volpe Center in Cambridge, Massachusetts. If for some reason, a roundtable is held in another location, the contractor will be required to travel to the designated site. At the roundtable, the contractor will participate in the discussion to ask clarifying questions to better identify the content or discussion to be included into the issue paper. Task 1.3 Produce Draft Issue Paper on the identified topics The Contractor will produce a draft issue paper based upon the outline and information gathered during the one-day roundtable. The draft issue paper should be approximately twenty to thirty pages in length. The presentation shall be delivered to the Volpe Center's Technical Point of Contact electronically via email, and formatted using Microsoft Word within one month after the roundtable. Task 1.4 Produce Final Issue Paper on the identified topics The Contractor will receive written comments on the draft issue paper from the Volpe Center Technical Point of Contact within ten working days of receipt of draft paper. The contractor will then produce a final issue paper that addresses these comments. The issue paper shall be delivered to the Volpe Center's Technical Point of Contact electronically via email, and formatted using Microsoft Word within 10 business days of receipt of written comments on the Draft Issue Paper. Task 1.5 Facilitation of Roundtables The Contractor will serve as the facilitator for two of the one-day roundtables. Before each of the roundtables, the contractor will review the draft agenda and the set of questions to be asked during the one-day roundtable. The contractor will provide written comments delivered to the Volpe Center's Technical Point of Contact electronically via email, and formatted using Microsoft Word within 5 business days of receipt of the draft agenda and questions. The contractor will serve as the facilitator during the one-day roundtable and will participate in an after-event debriefing teleconference. Approximately one month after each roundtable, the Volpe Center will provide the contractor with a draft issue paper. The contractor will review the draft and provide written comments. The issue paper shall be delivered to the Volpe Center's Technical Point of Contact electronically via email, and formatted using Microsoft Word within 5 business days of receipt of the Draft Issue Paper. Period of Performance: The period of performance for this purchase order shall be 9 months from the date of purchase order award which includes performance of the base requirement. Schedule of Deliverables Task 1.1 Issue paper outline, 10 business days after receipt of preliminary outline from POC, MS Word Task 1.2 Attendance at Roundtable N/A Task 1.3 Draft issue paper, One month after the roundtable, MS Word Task 1.4 Final issue paper, 10 business days after receipt of written comments from POC, MS Word Task 1.5 Review and comments on draft agenda and questions and draft issue paper, 5 business days after receipt of draft agenda and draft issue paper, MS Word GOVERNMENT FURNISHED INFORMATION The Volpe Center will furnish a preliminary outline of for each of the issue papers. The Volpe Center will provide written comments on the draft issue papers within 10 working days of receipt of the draft products. The Volpe Center will furnish a draft agenda and set of questions for the two roundtables that involve facilitation at least 10 working days before each roundtable. The Volpe Center will furnish a draft issue paper to the facilitation contractor within approximately one month after the roundtable. TRAVEL: Travel must be approved by the COTR prior to its commencement. Travel conducted under this purchase order shall be performed in accordance with Federal Travel Regulations (FTR) and will be reimbursed at FTR rates. Travel will be reimbursed at actual costs (with a copy of receipts for expenses) in the following categories: 1) Airline Tickets (commercial rates); 2) Hotel Expenses (Government rate unless pre-approved by the COTR); 3) All Other Modes of Transportation (taxi receipts are not required if less than $75). Food and other miscellaneous expenses will be reimbursed at the prevailing FTR reimbursement rates. STATEMENT OF WORK (SOW) - (END) Proposal Pricing: The Contractor shall provide a firm fixed price on the following item: CLIN 0001: Preparation of presentations; outline 1st Draft and final in accordance with the statement of work. Quantity: 1 Lump Sum, Unit $_________, Total Price $__________; CLIN 0002 Roundtable Facilitation in accordance with the statement of work, Quantity: 1Lumps Sum, Unit Price $_______________ Total Price $______________. CLIN 0003 Travel (not to exceed $2,800.00) in accordance with the statement of work, Quantity: 1Lumps Sum, Unit Price $_______________ Total Price $______________. Please provide a total price for CLINs 0001 and 0003. Instructions to Offerors: FAR Provision 52.212-1, Instructions to Offerors -Commercial Items (JUN 2008) is hereby incorporated by reference. NOTE: All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from the Government. The Offeror's signed offer shall be prepared as either a PDF or Microsoft Word file document and submitted electronically via email to rachelle.dorleans@dot.gov to arrive no later than 12:00 P.M., Eastern Standard Time, on March 25, 2011.
