Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Spokane Research Laboratory hereby announces its intent to issue a purchase order to Photon Machines, Inc. for design and development of a new method for measuring airborne silica using laser induced breakdown spectroscopy (LIBS). The purpose of this purchase order is to investigate a new technology for measuring mine concentrations of airborne respirable silicon dioxide, specifically the mineral polymorph known as alpha quartz and hereafter referred to as silica. The objectives include: 1) Research the feasibility of using LIBS to measure silica on filter media and summarize the results. 2) Develop a conceptual design for a low-cost portable silica-dedicated LIBS spectrometer to enable end-of-shift determinations of silica. 3) Build/test a laboratory setup to evaluate the design. 4) Generate a library of LIBS spectra for various coals and silica bearing rocks and minerals using samples provided by NIOSH. 5) Generate a report and presentation summarizing the results of the evaluation and provide recommendations for the design of an eventual quasi real-time LIBS spectrometer for silica. Write a peer-reviewed paper summarizing the results, with involvement and co-authorship by NIOSH researchers. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting of this notice, their written capabilities statement, in the format they choose, not to exceed 10 pages. All vendors must be registered in the Central Contractors Registry (CCR) prior to award of a federal contract. The website is www.ccr.gov. The Government will review any/all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be held with Photon Machines, Inc., 15377 NE 90th St., Redmond, WA 98052 as the only source and a purchase order will be issued without any additional notices being posted.
