Description
76 AMXG Flight Test Augment - Request for Information (RFI) 1. The 76 AMXG is requesting an RFI for the availability of viable contract sources for the augmentation of the Air Force Reserve fight test operations personnel that perform Functional Check Flights (FCF) on aircraft that undergo Program Depot Maintenance (PDM) and modification at Tinker AFB. This will include FCF for the B-1, B-52, E-3 and KC-135 airframes. 76 AMXG is not looking for a permanent, co-located capability but rather the ability to tap into trained and certified contractor flight crew members for the above mentioned airframes at short notice ("just in time"). These crewmembers could be located remotely. Augmentation could require an entire FCF flight crew or individual crew positions. Requirements are as follows: MAINTENANCE OPERATIONAL CHECKS: a. Maintenance operational checks will be accomplished on the ground to ensure aircraft systems or components, which have been disturbed during inspection or maintenance operations, have been repaired, reassembled or adjusted satisfactorily. The checks will be accomplished to simulate the conditions under which the system or component will be operated. The affected equipment will be operated through a sufficient number of cycles to ensure aircraft is safe for operational use. FUNCTIONAL CHECK FLIGHTS: a. Check flights will be performed to determine whether an aircraft and its various components are functioning according to predetermined specifications while subjected to the flight environment. Airborne functional checks of aircraft systems, subsystems or equipment when subjected to design environment are operating properly. Full FCF profiles are flown when required. Check flights will be conducted in the day or night when Visual Meteorological Conditions (VMC) exists at the departure airfield. b. Check flights will be accomplished by aircrew possessing the best qualifications. All check flights accomplished on USAF aircraft by contractor personnel will be performed by flight crews qualified in accordance with the provisions of DCMA Instruction 8210.1, Contractors Flight and Ground Operations or earlier version as defined by contract. c. The PDM work specification and applicable T.O. 1X-XX-6CF-1 will be used as guidance for the FCF. Unit developed check flight cards or checklist may be provided by the government. These checklists specify minimum requirements for accomplishment of FCF. REQUIRED POSITIONS FOR FCF COMPLETION: a. B-1 - Pilot - Co-pilot - Offensive Systems Officer - Defensive Systems officer b. B-52 - Pilot - Co-pilot - Navigator c. E-3 - Pilot - Co-pilot - Navigator - Flight Engineer d. KC-135 - Pilot - Co-Pilot - Navigator - Boomer FERRY SERVICE a. The contractor may be required to ferry aircraft to and from home stations or bases located CONUS or OCONUS. TRAINING: a. Aircrews will adhere to the training and currency requirements as outlined in Title 14, Code of Federal Regulations, Part 61, Certification: Pilots, Flight Instructors, and Ground Instructors, current edition for the category and class aircraft they are qualified in. Aircrews must be current and qualified in their primary USAF aircraft in addition to being current and qualified IAW FAA CFR standards in order to fly the additional aircraft. 4. In addition to all other vendor information, interested parties will be required to include the following information: a. Vendor business size (large or small business) under this NAICS code b. Vendors are requested to provide all pertinent information that will supply verification that the vendor has all of the necessary resources to fulfill the AF requirement. c. Vendors are requested to provide the amount of "lead time" or notification time required in order to have a crew in place at Tinker AFB for FCT. d. Vendors must be able to provide verifications of all the required certifications stated in this RFI. 4.
