- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: Signatone Checkmate Sub-Micron Probe Station Model CM170-6X. SOLICITATION NUMBER: NB655000-11-01415 RESPONSE DATE: March 25, 2011 CONTACT POINTS: Chris Ganey, Contract Specialist, 301-975-6205 Todd Hill-, Contracting Officer, 301-975-8802 DESCRIPTION: The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Lucas Signatone Corporation of Gilroy, California for the purchase of a Signatone Checkmate Sub-Micron Probe Station Model CM170-6X under other than full and open competition by the authority of FAR subpart 13.106 -1(b)(1): Only one responsible source and no other supplies or services will satisfy agency requirements. A sole source determination is based on the following: Only Lucas Signatone Corporation can meet our technical requirements. Specifically no other vendor can meet the NIST requirements for: The Magnetic Materials Group in the Metallurgy Division has a requirement to obtain a table-top type test system capable of making magneto-transport measurements on the nanofabricated magnetic devices with magnetic field capability. Signatone probe station is the only bench-top probe station in a market specifically designed for magneto-electronic device probing. This system is a stand alone system and table top system. It can be used for RF probing, low current (femtoamp range) probing, failure analysis and other uses. Most importantly, the special base design of Signatone allows vacuum base micropositioners and is equipped with vacuum ports for up to twelve vacuum base micropositioners. A magnetic base would interfere with our magnetic device and magnetic field assembly. Signatone Checkmate Sub-Micron Probe Station Model CM170-6X meets these requirements and enables NIST to meet its mission requirements. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed by May 30, 2010. The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on March 25, 2011. Inquiries will only be accepted via email to Christopher.ganey@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
