- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this requirement is to provide meeting support services and supplies in conjunction with the Climate Change Division annual All Hands Training Conference. This conference is for two days and one night. The dates for the conference are May 3 and May 4, 2011. The solicitation number for this procurement is RFQ-DC-11-00024. The solicitation is issued as a request for quotation (RFQ) in accordance with Federal Acquisition Regulation Part 13. The incorporated provisions and clauses within the solicitation document are those in effect through Federal Acquisition Circular 05-48. The NAICS Code and small business size standard for procurement a re 721110 and $7 million, respectively. This action is unrestricted; all responsible and responsive businesses may submit an offer for consideration. A firm-fixed price purchase order will be awarded as a result of this solicitation. The Statement of Work, which provides a detailed description of the services being acquired, can be found below. The following FAR provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-50, and 52.232-33. This procurement shall also include EPAAR 1552.223, EPA Green Meetings and Conferences. Full text of these provisions can be viewed electronically at www.acquistion.gov. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will provide the best value to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Facility and Accommodations, (2) Past Performance, (3) Price. The Facility and Accommodations evaluation factor will evaluate the offeror's demonstrated ability to provide meeting accommodations in accordance with the tasks outlined in the Statement of Work. The Past Performance evaluation factor will evaluate the offeror's demonstrated past experience in holding green conferences. Offerors are also required to be listed on U.S. Fire Administration's Hotel/Motel Fire-Safe Master List and be in compliance with the Americans with Disabilities Act. The offeror's quote shall include pricing for (1) Conference Room, (2) Lodging, (3) Meals, (4) Breakout Rooms, and (5) Meeting Supplies. In addition, the offeror's quote shall include a total price, descriptive literature that addresses the evaluation factors and a completed copy of provision FAR 52.212-3. Offerors registered with ORCA need only provide their DUNS Number in lieu of providing a completed copy of provision FAR 52.212-3. Quotes must be submitted via email by 12:30 PM EST on Wednesday, 16 March 2011 to Christopher Jenson at jenson.christopher@epa.gov. Contractors are cautioned to check the website periodically for amendments. STATEMENT OF WORKSupport for the Climate Change Division All Hands Training Conference 1.0 Background The Climate Change Division (CCD) is charged with assessing and addressing global climate change, climate policies, and the associated risks to human health and the environment. The division goals and orientation exist within a complex and continually changing environment. CCD's organizational context has required that the division periodically convene a training conference to assess division goals, priorities, programmatic issues, and operating procedures. In order to accomplish these assessments, the division organizes a training conference that incorporates formal presentations, panel discussions, and professional development courses to enhance the performance of the division. 2.0 Scope of Work The purpose of this requirement is to provide meeting support services and supplies in conjunction with the Climate Change Division annual All Hands Training Conference. This conference is for two days and one night. The dates for the conference are May 3 and May 4, 2011. The effort needed under this scope of work corresponds with the tasks detailed below.A. Facility The contractor shall provide: 1. Recycling on the facilities grounds; 2. Reusable dishware and glassware;3. Water saving shower heads and toilets; and4. Evidence of other environmental initiatives such as Energy STAR appliances B. Meeting SpaceThe contractor shall provide:1. A large conference room with one to two break out rooms for both days that can accommodate 80 people for the large room and 20-40 people for the smaller rooms;2. The contractor shall outfit the meeting space with audio/visual equipment, 6 flip-charts, markers, an overhead projector with a slide projector, an LCD projector and projector screen, a VCR & monitor, a podium and microphone, whiteboards, pencils and pads; 3. The facility must be within 45-100 miles from Washington D.C. and have adequate on-site parking to accommodate 50 vehicles;4. Restrooms in close proximity to the meeting space; and5. Environmental themes, and a green orientation.C. Sleeping ArrangementsThe contractor shall provide:1. Single occupancy rooms for 80 people on the night of May 3, 2011.D. MealsThe contractor shall provide:1. Lunch and dinner for 80 people on the first day of the conference. The Contractor must provide vegetarian options as well as kosher options; 2. Breakfast and lunch for 80 people on the second day of the conference. The Contractor must provide vegetarian options as well as kosher options; 3. Morning and afternoon refreshment breaks for both days of the conference;4. The contractor shall provide a plan for how it will locally source a portion of the conferences food provisions.
