Description
The 125th FW intends to award on a sole source basis under authority of FAR 13.501 to L-3 Communications, 7640 Omnitech Place, Victor, NY 14564 for the following: 2 ea - FSAT with up/down convertor with 10MHZ Reference & OC-200 High Speed FO Modem P/N 5-81149-2; 2 ea - New Modem Case with high speed F/O Option P/N 5-B81127-1 1 ea - FSAT with up/down support package P/N 5-83004-1. In accordance with AFI36-2201, volumes 1-6, and AFI36-2233 it is required to complete training and deploy with the AN/USC-60 FLYAWAY TRI-BAND SATELLITE TERMINAL. The Air Force Job Qualification Standard (AFJQS) standardizes on-the-job training (OJT) tasks and constitutes an approved training program for the AN/USC-60 Flyaway Tri-Band Satellite Terminal. The AFJQS is used by unit training managers, supervisors, trainers, trainees, and other training functions to plan, conduct, and document OJT. Tasks listed on the AFJQS were selected according to the Instructional System Development (ISD) process and are the minimum, mandatory AF training requirements. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. The Justification and Approval (J&A) citing the authority of FAR 6.302-1, will be posted for the public inspection on or about 21 March 2011. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source to the manufacturer, General Dynamics C4 Systems. Responses are due by 18 March 2011, 4:00 p.m. (EST).
