- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER N00164-09-G-PM02. Naval Surface Warfare Center (NSWC) Crane Division has entered into a Basic Ordering Agreement (BOA) with Raytheon Company, 6380 Hollister Avenue, Goleta, CA 93117 with a maximum ceiling amount of $11,496,00 for AN/SLQ-32(V) restoration support to include manufacturing, restoration upgrades and repair of the AN/SLQ-32(V) system and components to include the Band 3 Direction Finding Receiver (DFR), the Band 2 DFR, the Super Crystal Video Receiver, and the Digital Radio Frequency Memory Unit. The BOA ceiling was based on anticipated requirements that were known at the time; however there has been an increase of requirements and as result, the ceiling will be increased to $41,318,000. Procurements under the BOA are conducted on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The Government does not own adequate Level III drawings, data rights to test procedures, or test benches that are required to ensure the components are restored, overhauled or manufactured to meet the original equipment functional specifications. Additionally, the Government does not own the data rights to the software and firmware required to ensure the AN/SLQ-32(V) System is functional.
