Description

This synopsis is an update to the 1 March 2011 synopsis issued under Classification Code 19 - Detail Design and Construction of Ship to Shore Connector (SSC) Test and Training Craft and Production Units and referenced as solicitation N00024-11-R-2401. Prospective Offerors are advised that the Government is now accepting comments and questions pertaining to the DRAFT Request for Proposals (RFP) that was released 01 March 2011. Offerors shall submit any questions or comments regarding the DRAFT RFP via email to Ms. Linda Squires at linda.squires@navy.mil and Mr. Todd Rollins at todd.rollins@navy.mil. No comments, questions or inquiries shall be made of any Government person other than the Points of Contact (POCs) listed above. All comments and questions shall be emailed directly using the subject line "SHIP TO SHORE CONNECTOR DRAFT RFP" and submitted on the form contained in the Section L Addendum L-1 included in the DRAFT RFP, and attached to this notice. The Government will consider all comments and questions received. The Government does not commit to providing a response to any comment or question. Any subsequent revision to the DRAFT RFP or draft specification based on comments or questions received remains solely at the Government ™s discretion. Inquiries/questions concerning this announcement may be e-mailed to the Contracting Officer, Ms. Linda Squires, at linda.squires@navy.mil. This synopsis, any future synopses, the RFP and any amendments will be posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On-Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. No comments, questions or inquiries shall be made of any Government person other than the Contracting Officer identified in this synopsis. CAUTION: The final solicitation, if any, will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation to maintain a bidder ™s mailing list. This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a solicitation is issued in the future, it will be announced via FEDBIZOPPS/NECO and interested parties must comply with that announcement. This is not a request for proposals, a promise to issue a request for proposals, or a promise by the Government to pay for information received in response to this synopsis or any subsequent synopsis announcing the availability of draft specifications for industry participation and feedback. Establishment of the SSC Industry Website and the issuance of a DRAFT RFP do not restrict the Government as to its ultimate acquisition strategy. This information is subject to modification and in no way binds the Government to award a contract.
