Description
Synopsis Introduction The National Highway Traffic Safety Administration (NHTSA) is evaluating test parameters and potential methodologies to replicate a representative side impact crash scenario. These methodologies could potentially be developed into a future child restraint dynamic side impact test procedure. Under this Contract, NHTSA plans to conduct eighteen (18) sled-on-sled side impact tests using the Vehicle Research and Test Center (VRTC) test procedure. The purpose of these tests is twofold: 1) to evaluate repeatability and reproducibility of test results on a deceleration sled; and 2) to evaluate similar deceleration sled test results to the VRTC's sled test results [1] conducted with the Hydraulic Control Gas Energizer (HYGE). The tasks will express the performance requirements (Required Service) as statements of outcome or results expected of the contract. The requirements specify what is to be done. The requirements listed under Required Service also define acceptable criteria in order for the Government to determine whether all requirements are accomplished. The purpose of these tests is to evaluate and compare kinematic/dynamic responses in side impact sled-on-sled tests in support of the NHTSA's child restraint test procedure development. The tests will be conducted on a deceleration sled system. Two child restraint system (CRS) configurations are to be conducted - forward facing and rear facing. The Q3 side (Q3s) three-year-old and the Child Restraint/Air Bag Interaction (CRABI) twelve-month-old anthropometric test devices (ATD) shall be used for testing. Tests will be conducted at a given sled buck angle, sliding seat pulse and sled velocity. Contract Award NHTSA anticipates issuing an Indefinite Quantity (IQC) Time and Materials contracts. The contract will be for twelve (12) months. This solicitation is full and open competition. Solicitation The solicitation will be available for downloading from http://www.fedbizopps.gov around about middle of December 10, 2010. All questions regarding this solicitation must be submitted in writing via e-mail to reba.dyer@dot.gov or NHTSAOAM@dot.gov no later than December 15, 2010. The anticipated award date for this resultant contract is expected on or about MAY, 2011.
