- ******************MARKET SURVEY************* THIS IS A MARKET SURVEY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSAL. RESPONSES TO THIS MARKET SURVEY SHALL BE FOR INFORMATION PURPOSES ONLY, WHICH WILL BE USED TO ASSIST THE NIH IN DETERMINING IF QUALIFIED SMALL BUSINESSES ARE AVAILABLE TO WARRANT SETTING ASIDE THIS ACQUISITION FOR SMALL BUSINESS. The Office of Research Facilities (ORF), The National Institutes of Health (NIH) is conducting a MARKET SURVEY to determine the availability of Small Businesses including, HUBZone, Service-Disabled Veteran-Owned Small Business Concerns and Small Disadvantage Businesses capable of performing Construction of a Medium Voltage Electrical Substation. The applicable North American Industry Classification System (NAICS) Code is 236220 (Commercial and Industrial Building Construction) and the small business size is $33.5 million. If it is determined that enough qualified small businesses exist to perform the work under this requirement, this acquisition will be set-aside for competition among small business participants. BACKGROUND: The NIH main campus is located in Bethesda, Maryland. As part of the U.S. Public Health Service under the Department of Health and Human Services, NIH is the Federal Government's primary biomedical research agency. Following is the description of NIH Bethesda /facilities where Electrical Substation contracts will be performed: NIH Main Campus, Bethesda, Maryland (306 acres, 60 buildings, over 5.5 million square feet of space) DESCRIPTION OF THE REQUIREMENT: The NIH anticipates awarding a fixed price contract under a single solicitation. The NIH seeks highly qualified credentialed contractors with capability to perform complex electrical infrastructure work including medium voltage electrical switchgears and substations. The selected contractor shall exhibit demonstrated experience, capability and resources enabling them to plan and construct projects of comparable size and complexity with comparable clients, and most significantly with demonstrated track record of performing such projects with a high degree of customer satisfaction. Selected contractor shall have enough remaining individual and aggregate bonding capacity to perform the contract. Contractors proposing to perform the contract as joint venture shall use the procedure described at the Small Business Administration (SBA) web site. The SBA URL is www.sba.gov, and the keyword search is Joint Venture and or Mentor Protégé. Potential contractors shall have current information in the Central Contractor Registration (CCR) database. The CCR URL is www.ccr.gov. In accordance with FAR 4.1102 prospective contractors shall be registered in the CCR database pror to award of a contract. The selected contractors shall provide all labor, supervision, tools, materials, equipment, transportation, and management necessary or incidental to constructing the medium voltage electrical switchgears and substations, concrete structure buildings, green roof construction, and must exhibit demonstrated experience, capability and resources in projects of comparable size and complexity, with comparable clients, and most significantly, with a demonstrated track record of performing such projects with a high degree of customer satisfaction. The selected contractor shall be capable of controlling dust and flying debris, and protecting all adjacent areas as the work area will be performed near occupied space is most instances, and shall follow all NIH Fire and Safety Regulation and Procedures. All offerors submitting a proposal to the solicitation must be fully qualified and licensed and have qualified subcontractors as applicable. Failure to meet these qualifications may result in a determination of technical unacceptability. Utility shutdown once scheduled shall be strictly adhered to as continuity of utilities is imperative. DESCRIPTION OF WORK - CONSTRUCTION SERVICES: Construction of a free standing rectangular building; the building will have two levels - the main (first floor) level, where the switchgear equipment is located, and the accessible crawl space level below, into which the electrical conduits are coming from and leaving for incoming and outgoing feeder services. The building exterior envelope consists of full height insulated architectural precast concrete panels supported at grade by cast in place concrete foundation walls. The building structure consists of steel columns with concrete footings and steel beams supporting the main level floor and roof decks filled with concrete. The switchgear is supported by the floor structure and beams below extending over the service access area below. The building incorporates blast design requirements and designed with a green roof. This substation is a portion of a larger effort to remove loads from an existing substation and transferring loads to a newly built electrical substation. The new switchgear in this substation is designed to ultimately feed buildings within the planned serving area of this substation. The estimated price range for this requirement is between $5 million and $10 million. Contractor shall perform the work so as not to interfere with NIH day-to-day operations and shall coordinate any and all outage requirement with government. The selected contractors shall be responsible for, but not limited to the following services: a) Construction inspection and construction support. b) Testing services, including construction material testing, factory witness testing, and field investigation and testing. c) Commissioning. d) Project Management. e) Cost Analysis. f) Schedule Development. g) Coordination (permits, document reviews) with NIH, local, State and Federal offices h) Evaluation of compliance with relevant codes and regulations including compliance with relevant environmental codes and regulations. POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE: 1) Company name, address, phone number, primary contact(s), e-mail address, NAICS code(s), business size (i.e., small/large) and DUNS Number. 2) List firm's experience in work performed of similar type and scope to include projects in progress and completed projects within the past 5 years, completion dates, contract numbers, project titles, short project descriptions, dollar amounts (base amount & change order amounts), and owner points of contact with their current phone numbers. Indicate if you were a prime contractor or subcontractor, and if a subcontractor, provide the name and point of contact for the prime contractor. 3) Provide information on current work remaining and dollar amounts. Provide a table showing current projects in progress as indicated below: (a) Project Description (b) Contract Amount ($) (c) Remaining Work in Progress ($) (d) Percent Completed (%) 4) Include specialized experience and technical competence of firm; date and identify specific experience and qualification of personnel and record of working together as a team; identify past record of performance on contracts to include Government agencies. 5) Provide Statement of Capability. Potential sources' experience must demonstrate and document the following in the capability statements: (a) Ability to work on Critical Facilities Electrical projects. (b) Ability to perform the work described above. (c) Bonding Capacity; aggregate and individual. (d) Experience Modification Rating (EMR) for the proceeding 3 years (e) Self-performance capability (Small Business Contractor shall self perform at least 15% of each task order). Show which part of the work you will perform with your own employees. (f) Building Information Modeling (BIM) Capability Interested firms shall submit four (4) copes of their qualification statement addressing each of the areas cited above. Written capability statements shall be limited to 15 pages and shall be received by 1200 noon, EST on Thursday, March 24, 2011. Failure to submit qualification statements or to submit all information requested may result in your firm's business categories being considered not interested in this requirement.
