Description
This is a Sources Sought Notice for market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The U. S. Army Corps of Engineers intends to award a contract to supply and install a digital voice recording system as follows: Equipment must be an NEC compatible product that will integrate with the following: 1. Existing NEAX 2400 IMS Internet Protocol Exchange PBX - Mirrored to a second NEAX 2400 IMS. This may require a second set of software so that both switches remain identical. 2. Existing Dterm Series E telephones 3. Existing Dterm PS II wireless 2-line phones 4. Existing Standard Analog phones 5. Existing NEAXMail AD-40 Voice Processing System Requirements of new equipment: 1. Must be capable of recording on a minimum of 12 ports with 4 of those being analog. 2. Must be capable of recording conversations from NEC Dterm Series E telephones and at least 4 NEC PSII wireless lines and standard analog phones. 3. Equipment must be capable of identifying all recordings with: a) Date b) Time of call c) Extension Number receiving call d) Number of origin (caller ID#) e) Voice conversation f) Time call concluded g) Phone conversations can be found by date, time of day, extension number or incoming phone number. 4. Records must be able to be backed up on an external hard drive that can be reviewed as needed on a future date. 5. Any required software, firmware, drivers or equipment needed to hear recording and view data from data collected. If a computer is required to operate software and processes, vendor must supply one with the proper operating system, software, cables and peripherals. Requirements for Delivery/Installation, Certification and Minimum Warranty: 1. Delivery will be to the final installation site - Fort Peck Power Plant 23 Power House Road Fort Peck, MT 2. Installation will occur at 23 Power House Road, Fort Peck, MT 3. Installation will be performed by a certified technician. Proof of certification will be required. If re-programming of the actual NEC IMS 2400 switch is required, this step shall be performed by an NEC certified technician. 4. Minimum warranty for all equipment and firmware, software will be 1 year from date of acceptance. 5. Delivery, installation and training will be performed before July 30, 2011. 6. Training will be for 2-4 persons, will take place on site and be conducted immediately after installation is completed. 7. Vendor will supply instruction manuals and appropriate equipment documentation and two (2) training manuals. Onsite setup, verification of proper operation and training for electronics personnel required. Training will include how to use the recording system, how to search for calls and copy them onto storage media in bulk or single events. The U.S. Army Corps of Engineers - Omaha District is seeking qualified Small Business (SB) Community Members [Small Business (SB), Small Disadvantaged Business (SDB), Section 8(a), Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), HUBZone Small Business, Small Business (SB) led teams, Small Business Partnerships and or Small Business Joint Ventures] and Other Than Small Business (OTSB) concerns that qualify under the North American Industry Classification System (NAICS) Code 423430-Computer & Computer Peripheral Equipment and Software Merchant Wholesalers. This Sources Sought Notice is part of the market research activities and your responses are sought to identify potential sources that have the knowledge, skill, equipment, experience and past performance necessary to deliver the aforementioned equipment and services. All interested, responsive and responsible contractors are encouraged to participate in this market research by submitting a response via e-mail to lisa.a.sirois@usace.army.mil no later than 5:00 PM CST 23 March 2011. Responses should include the company name, address, contact name and title, phone number, e-mail address, business size and classification/certification under NAICS Code 423430, CAGE Code, DUNS Number, the brand name product you would intend to provide in the event your company is awarded the contract and a list of your company's recent projects of the same type described in this notice. Recent project information should include project number with title/description, brand name equipment provided, name the government agency or non-government client for which the work was performed, the agency/client point of contact (name, phone number and e-mail address) and whether you participated as the prime contractor or as a subcontractor. This notice does not constitute a request for a formal proposal. This notice is provided as information to the market place and is an invitation for an expression of interest and brief demonstration of qualifications to perform and deliver the anticipated requirement. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information.
