CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies TITLE: PERSONNEL WHOLE-BODY, PORTAL TYPE CONTAMINATION MONITOR SOLICITATION NUMBER: NB152020-11-01575 RESPONSE DATE: March 23, 2011 CONTACT POINTS: Chris Ganey, Contract Specialist, (301) 975-6205 Todd Hill, Contracting Officer, (301) 975-8802 DESCRIPTION: The National Institute of Standards and Technology (NIST) has a requirement for a PERSONNEL WHOLE-BODY, PORTAL TYPE CONTAMINATION MONITOR used in the Radiation Safety Division at NIST, Gaithersburg, MD. THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-48. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to Chris Ganey. Questions should be received no later than 7 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) The associated North American Industrial Classification System (NAICS) code for this procurement is 334516, with a small business size standard of 500 employees. This requirement is unrestricted and all interested vendors may submit a quotation. All offerors shall provide a quotation for the following line items: Line Item 0001: One (1) PERSONNEL WHOLE-BODY, PORTAL TYPE CONTAMINATION MONITOR STATEMENT OF WORK: Introduction The contractor shall furnish the necessary personnel, material, equipment, and services to fabricate a PERSONNEL WHOLE-BODY, PORTAL TYPE CONTAMINATION MONITOR Background The personnel contamination monitor shall be a microcomputer based, stand-and-count mode or walk-through mode portal monitor. The whole-body count shall be accomplished in a one step process whereby the user enters and positions himself in the monitor for a single count. As a minimum, the following areas shall be monitored: head, bottom of feet, upper and lower left and right sides. Minimum Requirements The system shall meet or exceed the technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. A. Detector type: The detectors of the whole-body contamination monitor shall be solid plastic scintillator type. Detector specifications: 1. The minimum number of detectors shall be 6. 2. The minimum number of discrete body areas monitored and reported shall be 6. 3. Effective dead zones between detectors shall be minimized by close-coupled detector arrays (i.e., no more than 6" between adjacent detectors), and by summing the output of adjacent detectors, with appropriate background correction and alarm settings. 4. Each detector shall have its own photomultiplier and electronic board which contains high voltage supply, preamp/amplifier, discriminator and microcomputer as deemed necessary for individual detector function. 5. Each detector channel shall have an adjustable gain and discriminator to permit the operating point to be optimized for each detector. 6. Each detector shall have user selectable parameters for alarm setpoint, efficiency, and background counts. 7. The detectors shall have efficiencies of at least: a. 2.5% for a point Cs-137 source @ 3" from detector face. b. 10% for a point Co-60 source @ 3" from detector face. 8. Detector efficiencies and shield factors shall be calculated automatically or may be entered manually. 9. The Minimum Detectable Activity (MDA) for Co-60 shall be less than 1 kBq (27 nCi) for a 100 cm² source at a distance of 10 cm from the detector face, at a confidence level of 95.00% and a false alarm rate of 0.05%. Similarly, the Co-60 MDA for contamination on the surface of a detector (i.e., on the bottom of shoes) shall be less than 0.37 kBq (10 nCi). The unit shall be capable of detecting the stated MDA on any of the detectors in a 20 µR/hr gamma background, with a maximum count time of 10 seconds. B. Display and Control 1. All operating parameters shall be enterable via a Windows XP or later compatible computer. All communications software and system setup software shall be provided and shall not be "copy protected". Alternatively, if the software is copy protected a dedicated Windows XP or later compatible computer shall be provided as part of the system. 2. The unit shall have a user selectable mode where the unit computes it's counting time based on the prescribed alarm levels and statistics of the background count and continuously updates its background data. 3. The unit shall have user selectable parameters for count time, false alarm rate, and a confidence factor for probability of detection. 4. The count cycle for an individual shall be initiated by a proximity type sensor or light beam combination. A visual indicator shall be provided to show the user that the count cycle has started, and for when it has finished. Unit shall be capable of voice annunciated instructions for guiding users through the monitoring process 5. For background correction, the unit shall monitor the background, subtracting current background from each detector, and it shall utilize a background compensation algorithm allowing use in high or fluctuating background situations. System delivery shall include specifics of the background algorithm. 6. The unit shall have a self-diagnostic program that shall, as a minimum, alert the user if: a. There is a failure of any of the detectors. b. Any of the detectors are contaminated. c. Alarm settings are not currently achievable due to high background or statistical variance. 7. The unit shall have a diagnostic operating mode, whereby the system shall be operable with a Windows XP or later based computer attached to collect observed counts on each detector. The supplier shall provide the data collection software to perform this function, and to store the data to a user readable file, i.e., an ASCII file. The calibration software shall save the most current background count rates as well as the operating parameters for each portal monitor unit whenever QA monitoring is performed. 8. The unit shall be equipped with the following alarms: a. Both visual indication and an audible alarm if contamination exceeds the alarm setpoint for any detector channel. Graphic indication shall be provided identifying the location of the contamination/alarm. b. Visual indication if there is a problem with any of the functions monitored by the self-diagnostics program. 9. A simulator software program (Windows XP or later compatible) shall be provided which shows detectable activity levels and count times when the user-adjustable parameters are entered. 10. The software shall have the capability to optionally log count and background data to a printer or computer via the com port without removing the portal monitor from service. C. Electronics 1. The outputs from each detector shall be fed to a central processing unit or master communicator board, which includes a microprocessor, memory, and input/output lines. 2. A nonvolatile memory shall be used to preserve system parameters. 3. The system shall restore operating parameters and return to service automatically following an interruption of power. 4. The electronics shall be designed for ease of accessibility, ease of troubleshooting/diagnostics for locating faults, and ease of replacement of individual components. 5. All electronics shall be located internal to the unit, requiring no external cabling or additional installation. D. Physical Specifications 1. Exterior dimensions: The base of the unit shall not exceed 40" width and 40" depth. The height of the unit shall not exceed 92 inches. 2. Shielding: Lead shielding of a thickness not less than 1.8cm shall cover all outside surfaces of the detectors. 3. Unit weight: The maximum weight of the unit shall not exceed 2200 lbs, including shielding. 4. Operating temperature range for the unit: The unit shall be operable in the range of 50° F to 120° F. 5. Operating humidity range for the unit: The unit shall be operable with an ambient relative humidity in the range of 10 to 95 percent. 6. Power requirements for the unit: The unit shall be operable with a nominal power supply of 110-120 VAC, 47-63 Hz, and draw <3.5 amps current. 7. The unit shall be equipped with a power line noise suppressor and surge protector. 8. Access requirements for the unit: It shall be possible to open any access panels to interior components without requiring movement of the unit, and it shall be possible to perform any routine, preventative, or normal corrective maintenance without requiring movement of the unit. 9. Unit shall be provided with any specialty equipment or tools needed for routine calibration or maintenance. Installation The system shall be installed by the Contractor and meet contract specifications no later than two weeks after delivery. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, rigging, set-up and hook-up of the system, demonstration of all specifications, and removal of trash. Onsite installation and demonstration shall be done at NIST, Gaithersburg, MD- Building 235. The supplier shall perform the necessary assembly, setup, and calibration on-site at the NIST facility, so that the unit is fully operational. Training The contractor shall conduct one (1) training session for up to six (6) users at NIST. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. The supplier shall demonstrate the procedures for calibration and detector performance adjustment to NIST personnel, on-site at the NIST facility. The training may be completed at NIST immediately after installation/set-up and on-site measurements demonstrating that no damage or misalignment issues arose during transportation and installation, but shall be completed no later than 30 days after installation. Installation Express Warranty The contractor shall warrant the entire system for a period of at least one year. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the U.S. Government. All components shall be warranties for at least one year from the date of acceptance. This shall include and fixes to identified software and/or firmware problems or bugs, including onsite service for the warranty period. Delivery Delivery shall be FOB DESTINATION and shall take place not later than 90 days after contract award. NIST Local Clause_04 Billing Instructions INSTRUCTIONS: Central Contractor Registration In accordance with FAR 52.204-7, the awardee must be registered in the Central Contractor Registration (www.ccr.gov) prior to award. Refusal to register shall forfeit award. Due Date for Quotations Offerors shall submit their quotations so that NIST receives them not later than 12:00 p.m. Eastern Time on Friday, March 23, 2011. FAX quotations shall not be accepted. E-mail quotations shall be accepted at christopher.ganey@nist.gov. Quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Chris Ganey, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors should ensure the RFQ number is visible on the outermost packaging. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be provided to Chris Ganey, Contract Specialist on 301-975-6205. Addendum to FAR 52.212-1, Quotation Preparation Instructions 1) Price Quotation: The offeror shall submit an original and four copies of the completed price schedule. If the quotation is submitted electronically, additional copies are not required. The pricing quotation shall be separate from any other portion of the quotation. The offeror shall propose a firm-fixed-price, preferably FOB Destination, for each CLIN. Price quotations shall remain valid for a period of 90 days from the date quotations are due. 2) Technical Quotation: The offeror shall submit an original and four copies of the technical quotation. If the quotation is submitted electronically, additional copies are not required. The technical quotation shall address the following: Technical Capability: The offeror shall submit a technical description or product literature for the equipment it is proposing, which clearly identifies the manufacturer, make and model. The offeror must demonstrate that its proposed equipment meets or exceeds each minimum requirement described in the statement of work by providing a citation to the relevant section of its technical description or product literature. If applicable, evidence that the Offeror is authorized by the original equipment manufacturer to provide the item(s) in the quotation should be included. The Offerors shall acknowledge that NIST will not store the equipment onsite before it is installed. Acceptance of Terms and Conditions: This is an open-market solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this solicitation that will include the clauses set forth herein. The quotation should include one of the following statements: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Note: This procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. QUOTATION EVALUATION: Evaluation Factors Basis for Award shall be technically acceptable/ lowest price.. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability and 2) Price. 1. Technical Capability: No prototypes, demonstration models, used or refurbished instruments will be considered. Evaluation of technical capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all minimum requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. If an offeror does not indicate whether its proposed equipment meets a certain minimum requirement, NIST will determine that it does not. Technical capability must meet or exceed the Government's performance specifications. 2. Price will be evaluated for reasonableness. 3. Price shall not be evaluated on quotes that are determined technically unacceptable under the Technical Capability Evaluation factor. 1352.233-70 AGENCY PROTESTS (APR 2010) (a) An agency protest may be filed with either: (1) the contracting officer, or (2) at a level above the contracting officer, with the appropriate agency Protest Decision Authority.
