Description
This announcement is not a request for proposals. The Bureau of Reclamation Snake River Area Office intends to issue a sole source contract with the BURNS PAIUTE TRIBE to eradicate the invasive brook trout from bull trout habitat at High Lake in Oregon. Brook trout threats, along with other environmental and anthropogenic factors, have imperiled the native in the Upper Malheur and led to the population being classified as having an extremely heightened risk of extinction. It has also been deemed necessary to achieve a reduction or elimination of threats from brook trout interaction in the Upper Malheur prior to restoration of. Full recovery of Malheur River bull trout is therefore contingent upon minimizing the threats posed by brook trout interaction in the basin. Reducing the effect of brook trout on bull trout is strategized under Objective 4.1 of the subbasin plan (2004). The Burns Paiute Tribe has completed phases I and II in the past years and is looking to complete tasks III-V over the next three years. RECIPIENT INVOLVEMENT An intensive removal effort will occur at High Lake for two weeks each year. Efforts will be timed to coincide with when brook trout begin to stage for fall spawning (mid-September). Gillnets will be utilized to surround the two small bays known to be spawning areas in High Lake. Additional gillnets will be strategically placed in areas of brook trout movement. Gillnets will be deployed everyday in the mid-afternoon with catch retrieved the following morning. Keeping nets deployed during this time of day will disrupt brook trout movements to and from redds and lead to higher catch rates. The gillnet left to overwinter will be retrieved as soon as the site is accessible the following spring. RECLAMATION INVOLVEMENTReclamation will be responsible for funding phases III-V of the project, for the next three years. No substantial involvement on the part of Reclamation is anticipated for the successful completion of the objectives to be funded by this award. It is anticipated that Reclamation's involvement will consist of standard federal stewardship responsibilities such as monitoring project performance, technical assistance at the request of the recipient, etc. Parties who believe they have knowledge sufficient to respond may e-mail their firm's qualifications to the following address. mday@usbr.gov No phone or fax inquiries will be allowed.
