RFQ PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number LDQ004627. The NAICS Code for this requirement is 423910, Sporting and Recreational Goods and Supplies Merchant Wholesalers. This procurement is 100% set-aside for small business. The resultant contract will be a firm-fixed price contract. Brand name or equal items will be accepted. If an "equal" item is being proposed, then the product specifications must be included with the quote to demonstrate that the proposed item is equal. Vendor must submit documentation that verifies all specifications are met with proposed products. -The system must meet or exceed the tests outlined below, or their equivalent, which are to be conducted and certified by an independent, third party. The unmanned tests described in this document were taken directly from the U.S. Navy unmanned test methods and performance goals. MANUFACTURED AND TESTED IN ACCORDANCE WITH A RECOGNIZED QUALITY ASSURANCE & MANAGEMENT PROGRAM 1. The industry standard for quality assurance and management is ISO 9001:2008, which includes standards and procedures for monitoring, measuring, and controlling the production process. Manufacturers must provide documentation on the specific QA/QC systems used in the production of their CCRs. Certification under CE standard EN 14143 is required. 2. The manufacturer shall support the apparatus design by providing documentation of a failure mode effect and criticality analysis (FMECA) and qualification/acceptance testing for all components, including software, supplied with the unit. 3. The CCR will be shipped as an assembled unit and will have been quality tested as an assembled unit prior to shipment. 4. The CCR will have a production history of greater than 500 units in the field. 5. The CCR will be compatible with bail out valves. 6. Independent third party testing will have been conducted by ANTSI, the HSE Lab, The US Navy Experimental Dive Unit, or Dive Lab. 7. Authorized for Navy Use is preferred. CAPABILITIES AND COMPONENTS 1. Gas Systems - Both automatic and manual addition valves are required for all diluent and oxygen supplies. 2. Mixed Gas Compatibility - The rebreather must be both Nitrox and Trimix compatible and include the necessary software to support both. 3. Gas Cylinders - Each cylinder shall be fitted with a pressure indicator. If this is an analog gauge it does not require a back up. If the primary display is electronic, then a back up is required. The system shall fit a variety of cylinders up to and including cylinders of 40 cubic foot capacity. 4. Oxygen Control System - The CCR shall contain an electronic oxygen control system that uses a minimum of three oxygen sensors providing the control system with independent voting logic. The CCR shall under all conditions of use specified by the manufacturer automatically maintain an inspired partial pressure of oxygen greater than 0.20 ATM. The CCR shall include a visible and audible warning system for High and Low PO2 conditions. The CCR shall have two independent oxygen controllers (master and slave) with separate power supplies and heads up display. 5. Oxygen Compatibility - All components that come into contact with high-pressure gas with oxygen content greater than 40% (by volume) shall be designed and manufactured for use with high pressure oxygen. The manufacturer shall supply the components cleaned for oxygen service using the instructions in the NOAA Diving manual or an equivalent industry or military standard. 6. System Power On/Off Switch - A power on/off switch, protected from being accidentally turned off shall be provided. 7. Visual Display - The CCR shall have two separate and independent means of measuring oxygen partial pressure for each sensor and capable of simultaneous display. 8. Battery Condition - The CCR shall include an audible or visual low battery alarm. TESTING REQUIREMENTS AND ACCEPTANCE CRITERIA: UNMANNED Oxygen Control System 1. Acceptance criteria - Once stabilized at a test depth, the oxygen control system must maintain +/- 0.05 ATM throughout the test period. 2. Testing procedures - The CCR oxygen control is evaluated with air as the diluent at 60 fsw (18.3 msw) and 300 fsw (91.4 msw). The number of set points tested will vary with the capability of each system. If high and low set points are provided, both will be tested. For a CCR with multiple set points the low set point, a mid range set point, and the high set point will be evaluated. The oxygen consumption of an exercising diver will be simulated using oxygen consumption rates of 1.0, 1.5 and 2.5 standard liters per minute (slpm) for the respective ventilation rates of 22.5, 40, and 62.5 L/min. The CCR is pressurized to a depth of 60 fsw (18.3 msw) at a rate of 60 feet per minute (18.3 mpm). After the oxygen control is stabilized at 60 fsw (18.3 msw), the CCR is tested for 30 minutes. The CCR is then pressurized to 300 fsw (91.4 msw) at a rate of 60 fpm (18.3 mpm). After oxygen control is stabilized the CCR is tested for 30 minutes then depressurized at 30 fpm (9.1 mpm) to a simulated decompression stop at 30 fsw (9.1 msw). After the oxygen control is stabilized at 30 fsw (9.1 msw), the CCR is tested for 30 minutes, then depressurized to the surface. A minimum of five runs per test condition will be performed. Data of PO2 vs. time will be graphically represented. After the CCR is stabilized at each test depth the mean PO2 (± 1 standard deviation) will be reported. The maximum PO2 observed during descent and the minimum PO2 observed during ascent will be noted on the graph. Observations of alarm conditions for low PO2, high PO2, and battery during the pre-dive and dive are to be recorded. Carbon Dioxide Removal / Absorbant Duration 1. Acceptance criteria - Acceptable scrubber duration is 180 minutes or greater under the conditions described below. Scrubber must have a means of measuring remaining scrubber life and transmitting that information to the diver. 2. Testing procedures - The CO2 canister will be filled with the manufacturer's recommended CO2 removal material per manufacture's filling procedures. Unmanned CO2 scrubber duration testing will be conducted using air as the diluents with a water temperature of 40 degrees F, a depth of 60 feet of sea water, a breathing rate of 40 liters per minute, and carbon dioxide injected into the loop at a rate of 1.35 standard liters per minute.2 Liter Scrubber - 3 hours of use Shipping Instructions: Shipping under this requirement shall be FOB destination. Items shall be delivered to Quantico, VA. Submission Instructions Responses shall be submitted via electronic submission to Jacob Gessel at Jacob.Gessel@IC.FBI.GOV. The due date for responses to this RFQ is on or before March 17, 2010 at 11:00 AM Eastern Standard Time (EST). Responses must be marked as follows: "RFQ LDQ004627." Quotes shall include a point of contact (including phone number, fax number and email address), contractor DUN's number and TIN number. ALL QUOTES MUST BE VALID FOR 60 DAYS. Vendors are required to provide up to date specs in their response and no revised submissions will be accepted after the due date. The Contract Officer for this solicitation is Lauren Caperton. The provision at FAR Clause 52.212-1, Instructions to Offerors (Jun 2008) and addendum are incorporated into this solicitation.
