Description
THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. There are no documents to download. Information received will be used to determin the availablity of technically capable and otherwise responsible firms that would be interested in submitting offers for this anticipated solicitation. We are conducting a market survey and seeking sources for the installation Physical Access Control Systems (PACS). Below is a brief description of the anticipated solicitation. If you are interested and have the cababilites to provide the services requested below. Please submit a brief capablities statement along with the type of set-aside of your company, i.e., small business, large business, 8a, etc. to todd.tangye@gsa.gov and levron.schuchalter@gsa.gov. The U.S. General Services Administration (GSA) is responsible for HSPD-12 compliant PACS within GSA occupied space. As a landlord to other federal agencies, GSA is also responsible for replacement of existing legacy perimeter PACS with HSPD-12 compliant PACS in coordination with the Department of Homeland Security Federal Protection Service (DHS/FPS) and the Facility Security Committees (FSCs). As such, GSA and the Public Buildings Service (PBS) intends to procure and install Physical Access Control Systems (PACS) to comply with directives and mandates including Homeland Security Presidential Directive 12 (HSPD-12), Federal Information Processing Standard (FIPS) 201-1, Federal Information Security Act (FISMA), as well as any other applicable standards. With the advent of IP based physical security infrastructure, a web-based access control system that will provide for central management of several GSA-networked facilities (similar to the Software-as-a-Service (SaaS) delivery model), provides an operationally and financially feasible security infrastructure solution. GSA PBS has decided to utilize a "private" cloud computing infrastructure as the platform for this model to provide physical access control solutions for building perimeter access. This approach includes establishing a perimeter physical access control solution for multi-tenant buildings to be used as one common infrastructure that is centrally hosted but managed with delegated administration and shared across all buildings. Recognizing that several technical and operational standards regarding this type of solution have yet to be published by the National Institute of Standards and Technology (NIST), GSA is seeking a strategy that guarantees future compliance with all applicable technical and procedural standards. In order to achieve this objective, all PACS installations awarded prior to the publication of such standards will be brought to full compliance at no additional costs to GSA. GSA seeks an industry-proven, commercial-off-the-shelf (COTS) solution that provides for centralized and tiered administration at properties owned and leased, on behalf of its tenant agencies. As defined by NIST, SaaS is one of the main delivery models for cloud computing, and forms a core of the Federal Cloud Computing initiative. The PACS solution will provide a flexible, extensible, scalable, cost-effective and energy efficient framework that will support GSA in achieving the GSA PACS plan. GSA has requirements that include the following: Ease of use Rapid implementation and Return on Investment (ROI) Less reliance on IT resources Automatic software updates Reduced cost of maintenance and support Reduced energy consumption Compatibility with standard GSA desktop configuration Provide the ability for tenant agencies to tie in with GSA PACS Compatibility with GSA "Smart Building" initiative Transition of present credentials to PIV card (dual mode operation) Protection of Personally Identifiable Information (PII). Therefore, it is essential that the solution provide open Application Programming Interfaces (APIs) that would permit multiple vendors' on-premise control equipment to be interfaced with and managed by the central solution resulting in a nationwide, interoperable solution. Additionally, provide ability/capability of maintaining a national contract for GSA that would require company to provide oversight and management of sub-contracting to installers, integrators and sales of equipment.
