Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis (IAW FAR 13.501) with Technical Communities Inc., 1000 Cherry Ave, Ste 100, San Bruno, CA 94066, as the only responsible source that can provide a dermatologic carbon dioxide laser system that can deliver fractional, ablative energy to a tissue depth of at least 2000 micrometers, provides at least 200 watts of output power and has a treatment density rage of at least 5-100%. Regulatory Requirements: The system and all of the components, shall be compliant with the Food and Drug Administration (FDA) requirements to market and deliver medical products for use in the United States of America, even should delivery be requested outside of the United States. The claims made for the product shall comply with the regulations of the FDA with respect to products for marketing and delivery of a medical product for use in the United States of America, even should delivery be requested outside of the United States. This is a requirement for dermatologic carbon dioxide laser system. The system shall be capable of fractional, ablative laser treatments. The system shall be capable of operating at the 10,600nm wavelength and have multiple spot sizes. The system shall be used for a variety of dermatologic and cosmetic procedures. The system shall be capable of and include the necessary handpieces to create surgical incisions. The system shall have FDA clearance for dermatologic treatments including: treatment of surgical and traumatic scars, dyschromia, and skin resurfacing. The system shall be capable of adjustable settings for depth of energy penetration. The system shall be capable of delivering energy to a tissue depth up to at least 2000 micrometers. The system shall have adjustable output power to tissue of at least 200 watts. The system shall be capable of adjustable density of treatment with a range of at least 5-100% ablation. The system shall include safety glasses to protect user and patient from laser eye damage. The electrical requirements are 110 VAC, 60Hz, single phase. This acquisition is being conducted under simplified acquisition procedures FAR 13.501 under the authority of the test program for commercial items (section 4202 of the Clinger-Cohen Act of 1996). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North America Industry Classification System (NAICS) 423450 with a small business size standard of 100. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Derek Bell at derek.bell@med.navy.mil. Statements are due not later than 4:00 PM. EST on 24 Mar 2011.
