- The Mission and Installation Contracting Command - Fort Rucker intends to award a follow on sole-source purchase order to CenturyTel of Alabama, for Enhanced Emergency 911 service. The Telecommunication services will provide the Department of Public Safety emergency telephone services (9-1-1) coverage for Fort Rucker. This services permits residents, contractors, vendors and other personnel at Fort Rucker and its surrounding areas to call 911 from any land based telephone in case of an emergency. This service is classified as a utility pursuant to FAR Part 37. The procedures and processes to acquire local telecommunication services are listed in DFARS 239.7402. The intent is to issue a firm fixed price purchase order on a sole source basis under simplified acquisition procedures and Other than Full and open Competition as authorized by FAR 6.302-1. This notice is neither a request for competitive proposals nor a solicitation of offers. Quotes are not being requested and a written solicitation will not be issued. Interested contractors must provide information no later than 4:00 p.m. CST on 11 April 2011 via email to christopher.martin10@us.army.mil. A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The intent of this procurement is to award based on Sole Source Acquisition. Incorporated Clauses and Provisions are those in effect through Federal Acquisition Circular 2005-45 effective 1 October 2010 and DFARs Change Notice 20100611. North American Industry Classification System Code for this requirement is 517110 and the size standard is 1500 employees.
