- ***Revision to original RFI 12/16/10 to change NAICS code***Synopsis: The U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (SMDC/ARSTRAT) seeks information regarding capability, maturity, cost and technical information for the acquisition of microsatellites (Microsats) and related support services. Although no formal solicitation exists at this time, SMDC/ARSTRAT is issuing this Request for Information (RFI) to gain awareness and capabilities of available vendors that can meet SMDC/ARSTRAT's microsatellite and support services requirements for future acquisition. The request for information encompasses the following requirements: Microsatellite: SMDC/ARSTRAT seeks to attain information regarding development of microsatellites that possess flexibility in its design to serve as "motherships" or "deployer" satellites to host and/or deploy assigned payloads from SMDC/ARSTRAT and its customers. SMDC/ARSTRAT requires microsatellites with a minimum Technology Readiness Level of 8 to 9 for all spaceflight hardware with a design capable to achieve class C-D. At a minimum, microsatellites require: total microsatellite weight of 160-180kg; payload capacity of 40-60 kg with volumes of 100,000-120,000 cm3; thermal: = 100W; payload power services =< 30W; peak power draws < 200W; power service battery charge 8-10 amp hour; and primary voltage of 28V to subsystems and payloads. SMDC/ARSTRAT prefers to gain technical details related to structure and mechanical subsystems; electrical power subsystem; command and data handling subsystem; guidance, navigation, and control subsystem; and spacecraft design capable to sustain mission operations at orbit altitude between 500 and 700km. Support Services: SMDC/ARSTRAT seeks information on supporting the microsatellite to include deployment (payload integration, launch support exclusive of actual launch, and on orbital asset management), system responsibility, and the liability associated with accomplishing all support services. This planning, conducting, and reporting the below three tasks: 1) Satellite Development and Integration: requires the vendor to develop, integrate assigned payloads from multiple Government sources, test the integrated microsatellite and payload configuration, and microsat and component technology development assessments; 2) Launch: requires the vendor coordinate payload and launch vehicle systems integration with launch provider(s) to include accomplishing all required certifications as required by launch provider(s); 3) On-orbit Operational Support: requires the vendor to plan and continuously control deployed satellites on-orbit over an extended period of time (multiple years per microsat) with industry, DoD agencies, NASA, academia, and others. Interested offerors must submit a brief but complete Capabilities Statement that demonstrates the company's capabilities to perform these requirements NLT 22 March 2011. Evidence shall be submitted that demonstrates the company's ability to perform satellite development, flight preparation and support, launch services (exclusive of actual launch), satellite and payload delivery, and on orbit maintenance through past experience to include duration of the task, maturity of satellite and support services, and commercial insurance to include liability accepted for Satellite, Integration, and resultant orbit maintenance. Relationships between the company and any university, non profit, or Government agencies that may provide assistance should be documented. It is anticipated that any resultant effort will NOT AUTHORIZE foreign national particiption to include non U.S. citizens. This is a request for information only and your response shall not constitute an offer. This request for information does not commit the Government to pay for any costs incurred to prepare your submission.
