Description
The Department of Veterans Affairs, National Cemetery Administration is soliciting offers from experienced qualified Service Disabled Veteran Owned Small Business concerns to provide personnel, supervision, professional expertise, vehicles, tools, materials, services, equipment and quality control necessary to ensure that grounds maintenance is performed in a manner that will meet or exceed the requirements to maintain healthy grass and that presents a clean, neat, professional and aesthetic grounds appearance throughout the Cemetery in accordance with contract specifications at Leavenworth and Fort Leavenworth National Cemeteries located at Leavenworth and Fort Leavenworth, KS. There is no incumbent on this project. The Contracting Officer (CO) is Garry Harris, 303-914-5710. Bids will only be accepted by mail. Each Offeror must have a regularly established firm in the business called for, who are financially responsible, and able to show evidence of their reliability, ability, experience, facilities and personnel directly employed by them to render prompt and satisfactory service. Contractors that can meet the requirements of the RFP are requested to take into consideration the complexity and extent of the services to be performed. The VA is issuing this Request for Proposal in accordance with FAR Part 15, Technical capability, past performance/client satisfaction and scheduling/phasing, when combined are significantly more important than cost/price. In accordance with P.L. 109-461, this acquisition is restricted to Small Business Concerns Owned and Controlled by Service Disabled Veterans (SDVOSB) concerns. The estimated services cost range is between $250,000 and $340,000. NAICS is 561730, landscaping services, is applicable to this acquisition with a Business Size Standard of $7.0 million. Offerors or quoters are urged and expected to inspect all sites where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. In no event shall failure to inspect a one or all sites constitute grounds for a claim after contract award. The pre-bid site visit will be held on March 16, 2010 at 10:00 CST pm (CST) in the Administration building located at Leavenworth National Cemetery, 150 Muncie Road, Leavenworth, Kansas, there will be no other site visits scheduled. There will be no further pre-announcement of when the solicitation will be posted, however, solicitation documents will be available electronically on or about March 10, 2011 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. Prospective offerors are encouraged to attend the site to familiarize themselves with the project, project site and conditions which may affect your cost proposal. Upon review of the solicitation documents, prospective offerors are encouraged to provide questions and comments, in writing, in regards to the solicitation documents prior to a site visit, questions are to be emailed to the CO. Solicitation number VA-789-11-RP-0146 has been assigned and should be referenced on all correspondence regarding this announcement and solicitation. All interested parties must register on the FedBizOpps site in order to receive notification or changes and/or new postings to the solicitation. Interested firms are reminded that in accordance with FAR Part 4.11, prospective contractors are required to have an active registration in the Central Contractor Registration (CCR) and FAR Part 4.12, prospective contractors must complete electronic on line annual representations and certifications (ORCA) databases prior to award of a contract. All SDVOSB submitting an offer must be registered and will be verified by the Contracting Officer in the VetBiz Information pages located at http://www.vip.vetbiz.gov/.
