- PROPELLER TOOL LIST The Naval Air Warfare Center Aircraft Division Lakehurst NJ intends to enter into negotiations on a non-competitive basis with Dowty Propellers, Sterling VA, for procurement of twenty-six (26) types of propeller tools and associated technical manuals in accordance with the attached list in support of the KC-130J Program. These tools will satisfy the requirement for initial outfitting of FMS and domestic KC-130J squadrons. It is the Government's intention to procure the FMS requirement as the base quantity and provide for the domestic requirement as an option. The tools are required to assemble and repair Dowty R391 six-bladed propellers in order to maintain propeller structural integrity, circumvent vibration and a loss of thrust to the propeller system. The tools will be used collectively and sequentially to perform propeller system maintenance by assessing and treating corrosion, impact damage, spinner installation, static and dynamic balancing, blade tracking, and to perform propeller engine repairs. The Government does not own the technical data for the propeller assembly to provide to potential suppliers to support competition of this effort. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive requirement.
