- Road Maintenance (2011-2014): Hood Canal Ranger District (SOUTH). This acquisition is for maintenance of Forest Service roads on the southern half of the Hood Canal Ranger District, of the Olympic National Forest. The Forest Service intends to award two to five Multiple Award Task Order Contracts (MATOC). Road maintenance includes services, such as: grading; ditch cleaning; cleaning culverts; and minor culvert and drainage repair. Road maintenance includes construction activities, such as: replacing culverts; patching asphalt; major slump/slide removal; bridge maintenance; and aggregate surfacing. Performance and Payment Bonds are required on task orders requiring more than $100,000.00 in construction. Payment Protection is required for task orders requiring more than $30,000.00 and less than, or equal to, $100,000.00 in construction. Contract(s) will be for one-year, with two one-year options. Period for performance is from MAY 01, 2011, to APRIL 30, 2014. Project Manager is Mr. Thomas Barton, 360-765-2212. The government will proceed to issue a solicitation as a Request for Proposals. This acquisition is 100 percent set-aside for HUBZone small business concerns. Offerors will be evaluated on the basis of: (1) the merits of the offer; (2) the risk associated with the offeror's; experience; past performance; managers, key personnel, & subcontractors; use of biopreferred products; price realism; and our level of confidence in the offeror (LOCAR). Contract award will be to the offerors whose offer, conforming to the solicitation, is the best value to the government. During the performance period the Forest Service shall place orders totaling a minimum of $2,000.00 for each MATOC awarded; but not in excess of $1,650,000.00 during the contract period, including all exercised options, for all MATOC's combined. This solicitation will be available on or about MAR. 23, 2011. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
