Description
Gynecology Services for Department of Veterans Affairs Medical Center, Cincinnati, Ohio. I.SCOPE OF WORK: The contracted physician(s) shall provide a full range of gynecology (GYN) physician services for the Department of Veteran Affairs Medical Center, 3200 Vine Street, Cincinnati OH 45220 (VAMC). Proposed cost shall be all-inclusive and include all personnel, equipment, consumables and travel. II.RESPONSIBILITIES: a.Provide competent, quality GYN services to female patients of the VAMC in the performance of contract requirements, regardless of the race, color, religion, sex, or national origin of the person for whom such services are ordered. b.GYN Clinics shall be held at least twice weekly as deemed necessary from 8:00am to 11:00am. c.GYN Procedure Clinic will be held once weekly from 8:00am to 11:00am or 1:00pm to 4:00pm with an option of an additional day each week. d.Perform GYN surgery on the 1st, 3rd, and 5th Tuesday of every month from 1:00pm to 4:00pm or as needed. The types of surgery to be performed shall include, but may not be limited to: 1.Colposcopies and biopsies as indicated 2.D&C (Dilatation and Curettage) 3.BTL (bilateral tubal sterilization) 4.Laparoscopy 5.Endometrial ablation 6.Hysterectomy and Adnexectomy “ vaginal or abdominal 7.A&P repair (anterior and posterior repair) “ vaginal or abdominal 8.Exploratory laparotomies and adhesiolysis 9.Incidental appendectomy 10.MyomectomyTransobturator Tape surgery for Stress Urinary Incontinence 11.Abdominal, Pelvic and TV ultrasound as indicated (in clinic) 12.Loop Electrosurgical Excision Procedure (in clinic) e.Consultative services as needed for inpatients and outpatients, as well as patients presenting to the Emergency Department for care. f.Provide services for coverage of a full range of gynecologic emergencies, which will require a 24-hour per day, 7-day per week (including Holidays) on-call schedule. The contract physician shall call in within one hour or be onsite within one hour of being notified of an emergency. The contract physician shall only be paid for the actual time onsite and providing services. g.Perform Compensation and Pension (C&P) examinations. These examinations will be scheduled during the time GYN Clinic is regularly held. Results of the C&P examination must be dictated within 24 hours after the examination is completed and signed electronically promptly after transcription into the Computerized Patient Record System (CPRS). h.The contract physician will be the point of contact for management of mammography testing and results, currently performed at the Barrett Center with screening to be available on-site by end of FY-2011. Work closely with the Women ™s Health Coordinator and/or Breast Health Nurse Coordinator for the prompt disposition of abnormal test results. i.The contract physician will be the point of contact for management of pap smears, currently interpreted by the VA Laboratory and Pathology Service. The contracted physician(s) will work closely with nursing personnel for follow-up of abnormal pap smears. j.Provide professional guidance to Gynecology residents rotating to the Cincinnati VAMC. The contracted physician(s) shall abide by the regulations of this Medical Center and Veterans Health Administration governing the supervision of residents (VHA Handbook 1400.1 dtd July 27, 2005) including documentation requirements. House staff is paid through a Disbursement Agreement with the University of Cincinnati College of Medicine, and are not considered employees of the Medical Center. Residents are not a part of this particular contractual agreement. V.SPECIAL CONTRACT REQUIREMENTS: a.Contracted physician(s) shall be paid only for services actually performed to include mandatory attendance of Surgical Service Staff Meetings and Section Chief meetings. In the event the duration of the GYN clinic should be less than four (4) hours, payment shall be decreased accordingly. b.The services specified in Section V “RESPONSIBILITIES may be changed by written modification to this contact. The modification shall be prepared by the VAMC Contracting Officer and shall be signed by both parties. c.Procedures that require unique equipment, clinical expertise or other resources that are not readily available to this facility will be reviewed on a case-by-case basis for referral to another VA facility or community hospital for care. This process requires review and approval by the Chief of Staff. Provide post-op follow-up care on both an inpatient and outpatient basis. d.Other necessary personnel for the operation of the services contracted for shall be provided by the VAMC at levels mutually agreed upon which are compatible with the safety of the patient, personnel, and quality medical care programming. e.Contractor shall provide designated physician(s) to perform the requirements in order to provide a continuity of patient care to VA beneficiaries. Additionally, the contracted physician(s) shall provide the same professional level of care to VAMC patients and/or beneficiaries as to any other patient under his/her care. f.Contractor ™s employee(s) shall be present at the VAMC Cincinnati and shall be actually performing the services specified in the contract in order to receive reimbursement. The payment of any, leave, including sick leave, holiday or vacation time, is the responsibility of the Contractor. g.The Contractor shall perform services under the direction of the Chief, Surgical Service. VI.WORK HOURS: a.The services covered by this contract shall be furnished by the contractor during usual business hours, as defined in Section V “RESPONSIBILITIES. The contractor shall not be required, except in case of emergency, to furnish such services on a Federal Holiday or during non-working hours as described below. b.Federal Holidays: The holidays observed by the Federal Government are: New Year ™s DayJanuary 1 Martin Luther King Jr. ™s Birthday Third Monday in January President ™s DayThird Monday in February Memorial DayLast Monday in May Independence Day July 4 Labor DayFirst Monday in September Columbus DaySecond Monday in October Veterans DayNovember 11 Thanksgiving DayFourth Thursday in November Christmas DayDecember 25 c.When one (1) of the holidays falls on Sunday, the following Monday shall be observed as a Federal Holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday. VII.TERM OF CONTRACT This contract is effective for 12 months from the date of award with 3 renewable options. There is a possibility that contract services shall be require beyond the contract performance period, up to an additional six (6) month period. The contract is subject to the availability of VAMC appropriations.
