- Sources Sought for a Preliminary Project Analysis (PPA) The U.S. Forest Service is conducting market research to determine the method of acquisition based on the availability and adequacy of potential sources prior to issuing the solicitation. The U.S. Forest Service determination on how to compete the proposed requirement will be based on responses to this notice and is the sole discretion of the Contracting Officer. The U.S. Forest Service does not intend to award a contract on the basis of this notice or reimburse any cost incurred by potential offerors in providing the information requested herein. This is not a solicitation, and proposals are not being requested at this time. The U.S. Forest Service intends to solicit and award a contract Spring 2011. PRELIMINARY PROJECT ANALYSIS (PPA) Requirements: The Contractor shall have proven experience and expertise in the following areas: • Forest Service facilities and development • Development of PPAs Tasks: The Contractor shall complete the following tasks in support of the PPA: • Site investigations • Identify evaluation criteria • Develop a broad range of alternatives • CBA analysis • Life cycle cost analysis • Initial construction cost estimates • Written report Location: White River National Forest Supervisor's Office and facilities located in Glenwood Springs, Colorado. These facilities include; an owned federal building located at 900 Grand Avenue, a leased office facility a few blocks away, a fleet parking/storage/office facility located on 11th Street and Pitkin Avenue, and a Forest construction and maintenance (C & M) ware-yard located three (3) miles south of the office in a rural industrial/residential area adjacent to the Glenwood Springs Airport. Consideration of relocating the Forest construction and maintenance crew to an alternate location is to be considered as part of this PPA. Office, parking, shop and storage facilities are old and in need of either remodel, lease of alternate facilities, or construction of replacement facilities. Contract Time: 90 days from date of award. Responses to this notice should include: 1)Company Name; 2) Point of Contact information to include name, email address, telephone and fax numbers; 3)DUNS Number; 4) The socioeconomic status of the company, i.e., small business concern, 8(a) business, HUB Zone small business; 5) A written narrative of contractors' capability to provide the requirements listed above. Responses to this notice are limited to two (2) pages, single sided, size 12 font.
