- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Aviation Applied Technology Directorate (AATD) of the US Army Research, Development and Engineering Command proposes to purchase two (2) Helicopter Terrain Awareness Warning System (HeliTAWS) model ST3400H, P/N: 90258-H; and two (2) installation kits, P/N: 90254-IK. These components will be purchased for R&D installation and evaluation for potential use in the system of US Army UH-60A/L aircraft. The procurement will be issued on a Firm-Fixed-Price basis. This requirement is under NAICS code 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Specifications, plans, or drawings relating to this procurement described are not available and cannot be furnished by the Government. Delivery, Inspection/Acceptance and FOB of these items is intended for the Aviation Applied Technology Directorate, Fort Eustis, Virginia 23604. Existing product literature generally available in industry should be submitted with your quote. The contract will be awarded on a sole-source basis under the authority of FAR 13.106-1(b). The intended source for this system is Sandel Avionics, Inc., located at 2401 Dogwood Way, Vista, CA 92081. These components shall be delivered, within two (2) weeks of contract award, to AATD, Building 401 Lee Boulevard, Fort Eustis VA 23604-5577. The contractor shall be responsible for safe delivery of assets to destination. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition without addenda. Offerors shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications Commercial Items, Alternate I with their offer. Also in accordance with the clause, all prospective offerors must be actively registered in the Central Contractor Registration prior to award.
