- This announcement is a pre-solicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposal (RFP) 15 days following the posting of this announcement. The RFP and future amendments will be available, without charge, through WWW.fbo.gov. Paper copies of the solicitation shall not be issued but electronic copies of the solicitation shall be issued electronically on the Department of Interior's Nation Business Center (NBC) website at http://ideasec.nbc.gov Project Description: Contractor to furnish all qualified labor and supervision, materials, supplies, tools and equipment to provide and install Puraflo (or approved equal peat bio filtration) Septic System with Pad Disposal Drain Field for the Administration Building and Maintenance Building for Moores Creek National Battlefield, Currie, NC Offerors: This acquisition will be solicited in accordance with the requirements of the Small Business Competitive Demonstration Program, Public Law 100-656 and accordingly will be open to both small and large businesses. Accordingly it is not set aside and is solicited as Full and Open Competition. All responsible sources may submit a proposal which shall be considered by the NPS. The North American Industrial Classification System (NAICS) code for this acquisition is 238910. For informational purposes, the associated small business size standard is $ 14.0 Million.Magnitude of the Project: The estimated price range is between $25,000 and $100,000. NPS intends to award a Firm Fixed Price Contract with Lump Sum Pricing; Davis-Bacon prevailing wages apply. Award will be in accordance with but not limited to FAR Part 13 Simplified Acquisition Procedures and FAR Part 36 Construction. Evaluation Criteria/Factors: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors. Aside from price, the anticipated factors are: (a) Prior Experience (b) Past Performance.CCR & ORCA: Bidders, prior to submitting a bid, must be registered and active in the Central Contactor Registration Database, and Online Representations and Certifications Applications. If the successful bidder is not registered and current at the time of award, the Contracting Officer will proceed to offer award to the next otherwise successful bidder.
