- This is a REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes. This announcement does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. The Government will not pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The government will in no way be bound to this information if any solicitation is issued. The purpose of this RFI is to conduct market research to determine the market availability of contractors able to provide management, analysis, and technical support on a global basis in support of the Logistics Civil Augmentation Program (LOGCAP). LOGCAP provides Combat Support and Combat Service Support to Combatant Commanders and Army Service Component Commanders during contingency operations. The contractor must be able to deploy personnel within the Continental United States (CONUS) in support of CONUS activities or world-wide in support of planning, training, exercises, or events. Specific professional services to be performed and location will vary depending on individual LOGCAP customer requirements. The current LOGCAP IV performance contractors (DynCorp, Fluor, and KBR) are not eligible to respond to this RFI and will not be considered eligible for any potential actions resulting from this RFI. Further, to be considered eligible for any potential actions resulting from this RFI, the respondent shall not have any business relationship (teaming, partnering, subcontracting) with, or financial interest in, any of the LOGCAP IV performance contractors. A TOP SECRET clearance will be required for potential actions resulting from this RFI. Responses to this notice shall include the following: 1. Company Name 2. Address 3. Point of Contact 4. Phone, Fax and Email address 5. DUNS number and Cage Code 6. A capability statement (not exceeding 2 pages) that addresses the organization's qualifications and ability to provide management, analysis, and technical services in support of the LOGCAP mission both CONUS and world-wide. 7. Evidence of experience in performing the same type of work. All interested respondents should submit information and any questions by e-mail no later than 4:00 PM Central Standard Time (CST) on March 22, 2011 to: Phillip.Spurgetis@us.army.mil. This RFI is for MARKET RESEARCH purposes only. Government does not commit to providing a response to any information submitted, comment or questions received.
