Description
NASA/GSFC has a requirement for a annual renewal of 16 user(14 fixed, 2 floating)Code V Software Seat licenses. NASA/GSFC intends to purchase the items from Optical Research Associates (ORA)/Synopsislocated in Pasadena, CA, pursuant to FAR 13.106 for the acquisition of supplies orservices determined to be reasonably available from only one source. This procurement isfor the acquisition of software leases and support for Code V. Presently, hundreds ofoptical models have already been developed using Code V software. Since Code V isproprietary software, ORA is the only company capable of providing the software andsupport to NASA/GSFC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. EasternStandard Time (EST) on March 17, 2011.Such capabilities/qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
