Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. S11PS00031 is issued as a Request for Quote by the Department of the Interior Office of Surface Mining Reclamation & Enforcement's (OSMRE) Appalachian Region in Pittsburgh, PA. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. This is a total small business set-aside. NAICS 334419, Size Standard 500 applies. OSMRE intends to establish a 12-month service agreement for the production of silver halide aperture cards from digital scans on an as needed basis. The total quantity of scans to be converted to aperture card during the 12-month period of performance is currently unknown. Offerors must possess the capability to produce two (2) each silver halide aperture card plots from 500 MB digital scans, and ability to read a 300dpi grayscale digital scan produced from the aperture cards microfilm. The silver halide aperture cards shall have a minimum certified film life of 500 years. The applicable eight (8) digit document number referenced on the scans must be typed on the aperture cards. Written quotes shall include a fixed unit cost per aperture card. Unit cost per aperture card shall include ALL incidental expenses such as shipping & handling FOB Destination, Marked For Inside Delivery Three Parkway Center, Pittsburgh, PA 15220. Written quotes can be submitted to ATTN: Lydia Gashel, email lgashel@osmre.gov, fax (412) 937-2888, or mail Office of Surface Mining, Three Parkway Center, Pittsburgh, PA 15220. Offers must be received by 3:00 PM ET on Thursday, March 17, 2011. Award will be made to the offeror that demonstrates proven capabilities to provide required services at the lowest fixed unit price. The Order for Supplies or Services will be issued as a Total Amount Not to Exceed $14,000, however, payment will be made on a per unit basis. A Contractor must satisfy all of these requirements to be eligible for an award.
