Description
The U.S. Army Health Care Acquisition Activity (HCAA), Center for Health Care Contracting (CHCC), Fort Sam Houston, Texas intends to award a cost reimbursement contract on a sole source basis to the American Registry of Pathology (ARP), 14th Alaska Ave. NW, Washington, DC 20306-0001. The requirement is for non-personal services to provide on-site scientific, professional and administrative support services for designated departments, divisions, and staff offices to transition consultative services to the Joint Pathology Center (JPC) to support the disestablishment and closure of the Armed Forces Institute of Pathology (AFIP). The Contractor shall provide qualified personnel, services, materials, equipment, supplies, and facilities, as necessary, to perform professional, technical, and administrative support services to designated AFIP departments, divisions, and staff offices. The basis for sole source justification is that in carrying out the provisions of 10 U.S.C. 176, the AFIP is authorized to contract with the ARP for the services of such professional, technical, or clerical personnel as are necessary to fulfill their cooperative enterprises. Base Realignment and Closure (BRAC) Law Section 2904(a)(5) states that the closure and realignment of military installations shall be completed not later than the end of the six-year period beginning 15 September 2005. This legal mandate requires the AFIP to cease all mission support and prepare the Institute for full and complete closure not later than 15 September 2011. Closure will require the relocation of several AFIP organizational entities located on the campus of the Walter Reed Army Medical Center (WRAMC) to newly constructed facilities at the Forest Glen Annex, Silver Spring, MD; Dover Air Force Base, Dover, DE; Malcolm Grow Medical Center, Andrews Air Force Base, MD; and Walter Reed National Medical Center, Bethesda, MD. Additionally, residual AFIP organizations, departments, and divisions located in Building 53 and 54 on the WRAMC campus must be fully disestablished and closed down in accordance with BRAC law. These critical BRAC milestone events entail a high degree of uncertainty and will, at a minimum, require increased contractor support and operations to meet closure mandates. Related laboratory and administrative supports efforts have been successfully performed by ARP for the last 15 years through a cost reimbursement, sole source contract under the authority of 10 U.S.C. 2304(c)(5) and 10 U.S.C. 176(b)(1)(C), as implemented by FAR 6.302-5, Authorized or Required by Statute. As such, ARP is the only contractor that can start full performance on 01 April 2011 and meet the immediate staff augmentation needs of the AFIP without a critical lapse of service in meeting congressionally-directed BRAC closure mandates. The North American Industry Classification System (NAICS) code is 621511. The CHCC intends to award a 5.5-month bridge contract no later than March 31, 2011. The anticipated period of performance is April 1, 2011 through September 15, 2011. This is a sole source award. The CHCC intends to solicit and negotiate only with the American Registry of Pathology under the authority of FAR 6.302-5. This notice of intent is not a request for competitive proposals. A solicitation will not be published. However, any quotes, proposals, or capability statements received by close of business on March 18, 2011, will be considered by the contracting officer.
