Description
J&A for F414 Kit Procurement The Naval Air Warfare Center, Aircraft Division (NAWCAD) Contracts Department, Patuxent River, MD in support of NAVAIR 4.4, Propulsion and Power, intends to negotiate a delivery order under Basic Ordering Agreement FA8122-09-G-0001 on a sole source basis with General Electric, 1000 Western Ave, Lynn, MA 01902 for material and parts (265 kits) to upgrade the F414 High Pressure Compressor to High Pressure Turbine (HPT) bolt joint interface. The bolt upgrade is being proposed to reduce high breakaway torque and eliminate seizure experienced on field rotors during HPT module disassembly. The high breakaway torque is the result of high operating hours at the high temperatures experienced during engine operation. The Government intends to procure under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. General Electric is the Original Equipment Manufacturer (OEM) and the only contractor with the requisite knowledge and experience of the current F414 joint assembly required for this effort. The estimated period of performance for this acquisition is 12 months. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS; however, responsible interested parties may submit information in which they can identify interest and capability to respond to this requirement. Responses must be received by 17:00 PM Eastern Standard Time on 14 March 2011. The applicable NAICS code for this requirement is 336412 - Aircraft Engine and Engine Parts Manufacturing. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. The Government will not pay for any information received.
