- Statement of Work This is a combined synopsis/solicitation for a for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NCND1000-11-02307 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 712110 and business size is $7.0. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Office of Ocean & Coastal Resource Management (OCRM) has a requirement to develop a 'Coral App,' a mobile application that to integrate state fishery regulations with various existing NOAA ocean data and products, delivered in a local and temporally-relevant manner to the public. The Coral App is to be developed in two phases, with features serving primarily two audiences: (1) National (US): ocean conservation public, and (2) Local (Florida): recreational fishermen. The Coral App will serve a national audience by displaying news content related to coral reefs featured in the CRCP's web and Facebook pages, coral bleach warnings and seasonal outlooks, sustainable seafood consumer information, and other relevant NOAA data and information. The local audience (Florida) will be served by delivering state recreational fishery regulations applicable to a user's exact location and time (including local MPA boundaries shown relative to user) and NOAA data relevant to local users (ocean temperature, currents, etc) into a single, user-friendly interface. Coral App will make state fishery regulations more accessible and add a mechanism for user interaction and tools to help disseminate recreational fishery regulations. We seek quotes broken down into costs for developing a Coral App for a national audience (first phase), and the follow up jurisdictional audience (second phase); each containing feature sets outlined in this document. Coral App will be initially developed in a single platform, either iPhone or Android, to be determined at time of award (vendor must have expertise in both platforms). The resulting purchase order shall be awarded on a best value basis and negotiated on a firm fixed price basis. Period of Performance: Date of Award through 12 months. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E) - Superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Marginal (M) - Minimally suitable at the lower limit; and Unsatisfactory (U) - Not acceptable, not adequate to carry out. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-49.
