Description

This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Amendment 0001 Summary of Changes: Original synopsis is replaced with the Amendment 0001 revisions. The Government intends to award, on a sole source basis, a firm fixed price (FFP) contract with L-3 Insight Technology, 9 Akira Way, Londonderry, NH 03053. This indefinite delivery “ indefinite quantity (IDIQ) contract will cover a three year period for the High Power Laser Illuminator (HPLI), the Medium Power Laser Illuminator (MPLI) and spare/repair parts for each system. The following contract line items: CLIN 0001 “ HPLI: Min 5 each and Max 140 each, CLIN 0002 “ MPLI: Min 5 each and Max 140 each, CLIN 0003 “ HPLI spare/repair parts: NTE $450,000.00, CLIN 0004 “ MPLI spare/repair parts: NTE $400,000.00, CLIN 0005 “ DATA: 1 Lot Not Separately Priced (NSP). This procurement will be delivered Fob Destination: NSWC Crane, 300 Hwy 361, Crane, IN 47522. Delivery is required to commence 60 days from effective date of the contract/ delivery order. Inspection will take place at origin by the Government and acceptance will take place at destination by NSWC Crane personnel. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for the restriction of competition is duplicative costs and time to allow competitors to obtain Laser Safety Review Board (LSRB) approval. The solicitation is expected to be posted on or about 22 MAR 2011 on the NSWC Crane website at http://www.navsea.navy.mil/nswc/crane/working/contracting/pages/Solicitations.aspx; no hard copies will be mailed. Responsible sources may submit a proposal which shall be considered by the agency. It is the responsibility of the offeror to submit offers to the Point of Contact (POC) at NSWC Crane.
