- The following information is added to this announcement: 1) This procurement is a Total Small Business Set-Aside in accordance with FAR 19.502. As such, the prime contractor must be classified as a small business based on the NAICS and Small Business Size Standard stated in the announcement. Any Requests for Proposal (RFP) and contracts resulting from this announcement will include FAR Clause 52.219-14, Limitations on Subcontracting, which requires that for services "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." There is no restriction regarding the business size of the subcontractors. 2) The SF 330 is exempt from the margin size and font style and size requirements. 3) The Government will accept SF 330 forms for proposed subcontractors to be submitted by the prime as part of the package. Page count limitations apply. (End of amendment to announcement) This contract will be procured in accordance with the Brooks Architect-Engineer (A-E) Act as implemented by FAR Subpart 36.6. Architect-Engineer services are required for an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Architect-Engineering services to NOAA's Planning and Project Management Division - Western Region (PPMD-WR). The Government intends to award one IDIQ contract for professional A-E services to be performed in the State of California from this announcement. The contract's performance period is for one (1) year with four (4) addition 1-year option periods. The primary geographical area is within the State of California. Projects under this IDIQ contract will be located in California. The National Oceanic and Atmospheric Administration (NOAA) reserves the right to utilize the A/E Contractor in other locations within the U.S. and its territories on an exception basis. NOAA also reserves the right to award two AE IDIQ contracts where each contract will be used separately, one for northern California and the other for southern California. Any IDIQ contract resulting from this announcement will have a maximum ordering value of $4,950,000.00. The minimum guaranteed ordering quantity of services over the life of the contract is $2,500.00. Task orders will be awarded based on the A-E's current workload and its ability to accomplish the order in the required time, type of services required and previous experience, including customer satisfaction and performance, and quality of deliverables under the IDIQ. The firm shall be capable of responding to and working on multiple task orders concurrently. This procurement is a 100% small business set-aside. The North American Industry Classification System (NAICS) code for this procurement is 541310 and the size standard is not more than $4,500,000.00 average annual receipts over the last three years. The anticipated award is August 2011. Any resulting contract award(s) may be issued within one year of this announcement. The Government is under no obligation to issue task orders under any resulting contract(s) unless the Government determines a specific need for A-E services. At its discretion, the Government may perform A-E services in-house or employ others to perform them as allowable by the Federal Acquisition Regulation and applicable Federal Laws. The purpose of the contract is to obtain professional coordinated architectural, engineering, and construction management services associated with the repair, renovation, alteration, new construction and expansion of United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) facilities, and Department of Interior (DIO) historical facilities that incorporate design excellence and adherence to sound design practices, resulting in projects that meet NOAA's requirements and are delivered in a cost effective and efficient manner. As an environmental agency, NOAA has unique and important stewardship responsibilities and strives to implement its projects and their delivery in an environmentally friendly manner utilizing sustainable design. Typical A/E services include the following: architecture, engineering (i.e., structural, mechanical/plumbing, electrical, civil, fire protection, geotechnical, sanitary, etc.), laboratory design, environmental assessment, energy design, schedule development, programming, landscape and site development design, energy audits, site investigations/surveys, facility investigation/surveys, surveying (boundary and topographical), preliminary design, cost estimating, economic analyses, value engineering, implementation of USGBC LEED guidelines where appropriate, construction administration/management, commissioning, quality control/assessments, coastal engineering/marine and coastal restoration, seawater systems, peer reviews, and post occupancy evaluations. Typical projects include: Design of new facilities, design of renovation of facilities, seismic design, seismic design retrofit in existing facilities, fire-life safety design in accordance with California Building Code and NFPA, investigation/evaluation and reporting of existing facility conditions; site investigation including offsite utilities; development and/or design of new construction; repair, alteration, improvement, renovation, and remodeling of existing building exteriors, interior spaces, and building systems and features, such as: mechanical, plumbing, electrical, structural, fire protection, roofing system design, seawater systems, elevator/escalator, and roofing components/systems. Repair, alteration, improvement, renovation, and remodeling of existing historic building exteriors, interior spaces, and building systems and features, such as: mechanical, plumbing, electrical, structural, fire-life safety, elevator/escalator, and roofing components/systems. Repair to existing as well as to new construction of piers and jetties. Typical facilities include: office buildings, historic structures, warehouses and storage buildings; electronic laboratories; fisheries laboratories; research laboratories, observatories, and wharf/pier structures; educational and visitor centers; and communications installations. To be considered under this solicitation, firms must demonstrate the capability of providing the following minimum requirements: 1) Architectural, civil/structural, geotechnical, seismic design engineering, mechanical, electrical, fire-life safety engineering, design in conformance to State of California Title 24 Energy Code; 2) Office must be located in the State of California; and 3) Services shall be provided under the direction of an Architect or Engineer currently licensed in California. Selection Criteria: Selection of the firms will be based upon the following evaluation factors, which are listed in descending order of importance: 1) Professional qualifications of the staff to be assigned to the project, with emphasis on key personnel, including consultants and subcontractor personnel; 2) Specialized experience and technical competence in the following: a) type of projects and facilities listed herein, and b) Demonstrated knowledge of sustainable design and energy conservation programs and proven success in achieving energy efficiency in facility design (i.e., prescribing the use of recovered materials, and waste reduction); 3) Capacity to accomplish the work in the required time 4) Past performance on contracts with Government agencies and/or private industry in terms of cost control, quality of work, and compliance with performance schedules; and 5) Location in the general geographical area of the project and knowledge of the locality of the project. SUBMISSION REQUIREMENTS: This is not a request for proposal. Interested firms having the capabilities to perform this work must submit six (6) copies of Parts I and II of the SF 330. The SF-330 can be found on the GSA website. Cover letters shall be limited to no more than three (3) pages. On SF-330, Part I, Block 5, include DUNS number for the prime firm. The SF 330 submission package including: The SF 330 documents, cover sheet(s), teaming partner documents, resumes, past performance information, and any and all other submittal data, shall not exceed a page limit of 80 (eighty) pages total (80 pages single-sided or 40 pages double-sided). Any pages exceeding this stated page limit will not be considered or evaluated. Font size shall not be less than 12 point Times New Roman (or comparable) font and margins shall not be less than one inch. The use of DUNS+4 numbers to identify vendors is limited to identifying different CCR records for the same vendor at the same physical location. For example, a vendor could have two records for themselves at the same physical location to identify two separate bank accounts. Solicitation packages are not provided. Electronic transmission of the SF-330 will NOT be accepted, e.g. fax, e-mail, or FTP download instructions to the Government are not permitted.
