- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in Federal Acquisition Regulations (FAR) Part 12.6 and (FAR) Part 13 as supplemented with additional information included with this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, Fixed-price offers are requested under this Request for Quotation (RFQ). This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-48. The prevailing Department of Labor Wage Determination applies. This solicitation is set-aside 100% for small business. The Product Service Code is R421, and the NAICS code is 541620. The small business size standard is 5,200,000. 1. REQUIREMENT: The United States Geological Survey (USGS) Northern Prairie Wildlife Research Center Jamestown, North Dakota has a requirement for an Environmental Assessment. A site visit will be held by Facilities Manager Herber Golden on March 4, 2011 at 10am. Any questions or concerns regarding the visit should be directed to Herber at 701-253-5554. All proposals shall be received no later than March 11, 2011 by 5:00PM EST by E-mail to the attention of Contracting Specialist Leland Moore, LJMOORE1@USGS.GOV. All responsible offerors may submit a quotation that, if timely received, shall be considered for award. For technical information and questions, contractors may call Toni Barnick, at (701)253-5541. PROPOSALS WILL BE EVALUATED IN ACCORDANCE WITH FAR 13.106-2Selection of an Offeror for contract award will be based on an evaluation of proposals against the following factors:PAST PERFORMANCE: Offeror shall provide company/organization names, name of contact person and telephone number for three (3) contracts/orders performed within the last three years with work similar in complexity and magnitude to the work identified in the statement of work. Past performance can be based on the Contracting Officer's knowledge, contractor provided references, PIPPRs, CPARS and other reasonable sources. PRICE: Please provide LUMP SUM or one TOTAL PRICE as part of the proposal for all work being accomplished. Offerors shall not submit itemized pricing as part of their bid. The full text of these provisions and clauses may be accessed electronically at http://www.acquisition.gov/far or upon request to the Contracting Officer. Offerors must be registered, and must maintain an active registration in the Central Contractor Registration database found at http://www.ccr.gov and Online Representations and Certifications (ORCA) must be completed at http://orca.bpn.gov or a completed copy of the FAR 52.212-03 clause must be submitted with the quote. TECHNICAL EVALUATION: The Contractor shall submit a technical approach as part of their proposal demonstrating experience in performing environmental analyses and assessments, and preparing NEPA documents. The Contractor must demonstrate, in the technical approach, specific knowledge (e.g., previous projects) of Federal, and local environmental regulations. Interested Offerors shall also provide license, insurance and any other acceptable proof that they are eligible to perform work in the state of North Dakota.PARTICIPATION IN SMALL BUSINESS PROGRAMRELATIVE IMPORTANCE:Past Performance and Technical when combined are equal to price.IAW FAR 52.204-7 prospective vendors must be registered in the CCR database prior to contract award. Lack of CCR registration shall be a determining factor for contract award. Prospective vendors should visit the CCR website at http://www.ccr.gov/Start.aspx to register. IAW FAR 52.212-3, Offeror Reps and Certs - An Offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an Offeror has not completed the annual representations and certifications electronically at the ORCA website, the Offeror shall complete only paragraphs (c) through (m) of this provision and must submit these paragraphs with their proposal. Contract award will be made to the responsive Offeror whose offer will result in the best value to the government. This is an "all or none" requirement and will be awarded on one contract. Multiple contracts will not be issued. Vendors who do not quote the entire package requested will be considered non-responsive and their quote will not be evaluated.
