- This notice announces the intended release of solicitation number NIHES2011110. The National Institute of Environmental Health Sciences (NIEHS) is soliciting proposals for performing Sperm Count and Vaginal Cytology Evaluations (SCVCE) on tissues obtained from animals in the National Toxicology Program (NTP) 90-day reproductive toxicity studies. The contractor shall: 1) evaluate the effects of environmental agents on the vaginal cytology/estrus cyclicity and testicular sperm counts of laboratory animals (specifically, mice and rats); 2) report the results of these evaluations to the NTP; 3) prepare protocols for all of the SCVCE analysis procedures; 4) prepare and provide Buffer Solutions to the NTP-designated toxicology laboratories for the sperm assays; and 5) provide technical assistance and training for personnel at the NTP-designated toxicology laboratories involved in obtaining data/materials for use in this contract. Training shall include procedures and topics such as optimal methods of assessing sperm motility and velocity measurements by computer assisted semen analyzer (CASA), and review and optimization of methods for preparing vaginal cytology slides. The Contractor shall perform all work under this contract in compliance with the FDA Good Laboratory Practice Regulations for Non-Clinical Laboratory Studies and applicable Federal, State, and Local laws. This contract is expected to consist of a one year performance period with four one-year options, as well as optional quantities for additional SCVCE studies. It is anticipated that one fixed price type award will be made with an anticipated award date of September 30, 2011. The proposed contract will be issued using full and open competition. The North American Industry Classification System (NAICS) code for this procurement is 541712 with a corresponding size standard of 500 employees. The Government intends to make an award using the procedures for competitive negotiated acquisitions as authorized in FAR Part 15. This is not a solicitation. The estimated issue date of the solicitation is March 18, 2011 and proposals will be due 30 days after the solicitation release date. The solicitation will be posted on the Fed Biz Opps website.
