Description
The Federal Bureau of Prisons, Privatized Corrections Contracting Office is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse and Mental Health Services. Services are for male and female Federal offenders (inmates) held under the authority of various United States Statutes. Federal Regulations 18 U.S.C., § 3621(e), The Violent Crime Control and Law Enforcement Act, and 550.56 Community Transitional Drug Abuse Treatment Program (TDAT) mandates the BOP to provide these services. In addition, the BOP provides treatment for mentally ill inmates who are transferring from a Bureau secure facility to a Residential Reentry Center (RRC) and/or home confinement to ensure a continuum of treatment and supervision. The contractor's location where services are to be provided shall be accessible to local public transportation, within a 10-mile radius of the Des Moines City Hall, currently located at 400 Robert D. Ray Drive, Des Moines, Iowa, 50309. Performance periods under this contract will be for a one year base period estimated to begin on June 01, 2011 and four (4) one-year option renewal periods with services ending (if all options are renewed) on May 31, 2016. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three, and Option Year Four respectively. The Following Transitional Drug Abuse Treatment and Mental Health services are required and may be subcontracted to another licensed contractor: [Note: One 30 minute unit = one session (sess.)] Base Year: Estimated number of inmates = 48 Intake Assessments and Report (2011) (one per inmate) for 32 inmates = 32 assessments; Individual Counseling (2010) (30 minutes = one sess.) 48 sess. (per inmate) for 32 inmates = 2,304 sess.; Family Counseling (2030) (30 minutes = one sess.) 16 sess. The services shall be in accordance with the Federal Bureau of Prisons Community Transitional Drug Abuse Treatment and Mental Health Treatment Services Statement of Work, dated June 2010. The request for quotation will be available on or after March 23, 2011 and will be distributed solely through the General Services Administration's Federal Business Opportunities website http: //www.fbo.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. This requirement is unrestricted. The BOP anticipates awarding a firm-fixed price contract. All responsible business concerns may submit a quote which will be considered by this agency.
