- The Wilkes Barre Veterans Affairs Medical Center (WBVAMC) is seeking sources under NAICS Code 621910 (size standard more than $100,000 less than $1 million) that are able to provide ambulance services in the Northeast Pennsylvania area.. Services shall be provided in the Northeastern Pennsylvania area. The contractor shall provide Advanced Cardiovascular Life Support (ACLS) ambulance transportation of patients from Wilkes Barre VA Medical center to an urgent care site within a 30 mile radius of to cardiac catheterization laboratory which is located on the grounds of the Wilkes Barre VA Medical Center 1111 East End Boulevard Wilkes Barre PA 18711. The contractor shall provide all manpower, equipment, materials, supplies, vehicles, insurance auto liability, fuel, and supervision necessary to perform all tasks associated with on site ready mode ambulance transportation services. The contractor shall provide 1 Emergency Medical Technician and 1 Ambulance Driver on site with ambulance vehicle during operating hours starting at 1 day per week 8 hours per day to a full schedule of 5 days per week 8 hours per day excluding holidays and weekends. The service will be available during normal hospital business operating hours, Monday thru Friday 8:00am-4:30pm. Schedule will be determined by Medical Center with appropriate notification provided as to when the days/hours will increase to full operation. The purpose of this notice is to perform market research to determine if there is interest from the following socio-economic categories: Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUB Zone, Small Disadvantaged Business (8a), Woman Owned Small Business, Small Business, or other. In accordance with VA Acquisition Regulation 852.219-10 a SDVOSB is defined as a small business concern, not less than 51% of which is owned by service-disabled veterans or, in the case of any publicly owned business, not less than 51% of the stock of which is owned by service-disabled veterans (or eligible surviving spouses). Further the management and daily business operations are controlled by service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. In addition the business meets size standard for NAICS Code 621910 stated above and is verified for ownership and control and is so listed in the Vendor Information Pages database, http://www.VetBiz.gov. Moreover qualified SDVOSB concern agree that in the performance of the contract, at least 50% of the cost of personnel for contract performance will be spent for employees of the concern or employees of other service-disabled veteran owned small business concerns. Contractors responding to this Sources Sought Notice need to provide the following information to Joann.Chukinas@va.gov no later than noon on Wednesday 16March 2011: Company Name, Address, Phone Number, Point of Contact, Teaming Arrangements (i.e. subcontracts) and Socioeconomic Status.
