Description
Complete Document Package This is a combined synopsis/solicitation for Armed Guard Services for the USDA facility located at 2222 West 2300 South in Salt Lake City, Utah in accordance with the requirements, specifications, terms, conditions, clauses and provisions listed in the attached document - APFO-AGS-2011-1. The Service Contract Act applies to this request and the asociated wage determination # 2005-2531, Rev. 10, dated 6/21/2010 is included in the document as Attachment C. This is a local area total small business set-aside. Questions of general interest will be answered as an amendment to this notice only once, on or about March 16, 2011. Key Points: The initial base period of performance will be from April 1, 2011 through September 30, 2011. The three (3) Option Years (FY 2012, FY 2013, and FY 2014) will be from October 1 through September 30. Please submit pricing for the base and all option periods using the form included in the attached document. The designated security level for this facility requires armed guard presence during normal business hours of 7:00 a.m. until 4:30 p.m. The primary function of an armed guard on federal property is that of reporting incidents that endanger employees and government property, the immediate safety of employees and to provide accurate, up to date intelligence to local, state and federal responders in the event of an incident. Armed security guard forces responsibilities are to enforce regulations designed to prevent breaches of security. Technical Requirements: Adherence to Federal Building Rules and Regulations: FMPR 101-20.3 See Attachment A of the document. Guard Duties may include, but are not limited to: (1) Facility access control - Operate and enforce a system of access control, including inspection of identification and packages. (2) Roving patrol - Patrol routes or designated areas, such as perimeters, building, vaults, and public areas. (3) Law and Order - Maintain law and order within the area of assignment. (4) Response to emergencies - In case of any emergency, such as fire, bomb threat, assault or civil disturbance, respond, summon assistance, administer first aid, and assist public safety personnel. (5) Reports and Records - Prepare reports on accidents, fires, thefts, and other building incidents. (6) Hazardous Conditions - Report potentially hazardous conditions and items in need of repair.
