- Statement of Work RFQ No. NS_20110303 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation is attached. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) is seeking senior-level, industry-experienced drug development consultants to provide leadership and technical guidance on drug development projects in the Blueprint Neurotherapeutics Network (BNN) and possibly other NIH neuroscience-focused drug development programs. It is anticipated that multiple awards will result from this Request for Quotations (RFQs) and the length of the awards can be short term (6 months) or long term (a Base year with up to four (4) one-year optional periods) from award date on or around April 15, 2011. This solicitation number is NS_20110303 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48. The North American Industry Classification System (NAICS) is 541690 and the small business standard is $7.0 million. This procurement is being advertised on an unrestricted basis, full and open competition. Offers will be accepted from all responsive and responsible small and large business concerns. The following FAR Provisions shall apply to this solicitation: 52.212-1, Instruction to Offerors -- Commercial Items; 52.212-2, Evaluation - Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representatons and Certifications Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. Prospective contractors MUST be registered in Central Contractor Registration (CCR) at http://www.ccr.gov and Online Representations and Certifications (ORCA) at http://orca.bpn.gov prior to award. Lack of registration in the CCR and ORCA database will make an Offeror ineligible for awards.
