- The Federal Aviation Administration (FAA) has a requirement for an Information System Security (ISS) Independent Risk Assessment and Testing Software Tool. This requirement includes providing an audit compliance software tool that will enable the FAA to perform Certification and Risk Assessment analysis of Air Traffic Organization (ATO) National Airspace System (NAS), Mission Support, and Administrative Systems to meet the requirements of Public Law 107-347 (Title III), Federal Information Security Management Act (FISMA) of 2002. During FY2010, the FAA ATO ISS Program procured a one-year license of ThreatGuard Secutor Prime Pro Gov and Magnus Client License Gold and Magnus Server License Gold Support Gov in order to perform Certification and Authorization of NAS assets to determine compliance with Office of Management and Budget mandated Federal Desktop Core Configurations (FDCC). The FAA procured ThreatGuard Sector Prime because the Government believed that this tool was the only one that could provide the flexible interfacing techniques that could support the different test methodologies that are required which include host-load, USB access, and remote access. The FAA has an immediate need to obtain a second one-year license of an audit compliance software tool that will aid in assessing and performing Risk Assessment and Compliance checks against FDCC requirements. This market survey is being conducted in order to determine whether or not there are alternative sources of software audit compliance tools that will meet the FAA's requirements. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses or 8(a) certified firms. The NAICS code for this requirement is 541519, Other Computer Related Services with a small business size standard of $25M in average annual receipts. This market survey shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these items. The FAA will not be liable for any costs associated with the preparation of responses to the Market Survey, nor reimburse or otherwise pay any costs incurred by any party responding to this announcement. The interested vendor's response must be submitted no later than 2:00 P.M. local time on March 17, 2011. Electronic submission is preferred. The electronic submission should be in either Microsoft WORD format or portable document format (PDF). Please note that the FAA e-mail server restricts file size to 10MB per email message, therefore, responses may have to be submitted in more than one e-mail in order to be received. All responses to this Market Survey must be in writing and must demonstrate that the company can meet the requirements provided above. Limit responses to no more than 10 pages and include a completed Business Declaration Form (Attached). The Business Declaration Form does not count in the page count. Submit any questions by email.
