- The Postal Service plans to issue a Fixed Price Contract to provide waterproofing of the Processing and Distribution Center located at 900 East Fayette Street in Baltimore, Maryland 21233. All work will be done in accordance with USPS approved specifications and drawings. The USPS Baltimore P&DC's exterior vertical surfaces are precast concrete panels that are approximately 100 feet in height and comprise approximately 155,000 wall square feet. The water tightness of the vertical surfaces have experienced general failure because the waterproofing products have outlived their service life and need to be replaced. The work that will be required is the replacement of all joints waterproofing materials, repairing hundreds of cracks, spalls, and broken pieces in the precast panel, applying a waterproofing coating to all vertical surfaces, and associated metal work. The Contractor must perform all demolition and removal of all existing waterproofing products, and provide all material, labor, tools, plant, supplies, equipment, scaffolding, vertical conveyances, transportation, superintendence, temporary construction of every nature, and all other services and facilities necessary to complete the repair and alteration of the postal facility, including all incidental work described in the contract documents. The estimated cost of the project is between $1,500,000 and $2,000,000 with construction completion within 210 calendar days from receipt of notice to proceed. Contractors must submit a Qualification Statement with their price proposal. Only the most qualified contractors will be considered. To be considered, the company must be financially capable, have a minimum of five years total experience in performing major exterior waterproofing and restoration projects, and have completed two comparable projects within the past five years, one of which may be ongoing. Comparable projects are defined as exterior waterproofing and restoration on facilities with pre-cast panel exterior construction, at least 80 feet in height, with wall square footage at least 75,000, and at a cost of $1,000,000 or greater. The Qualification Statements will be evaluated in accordance with the criteria stated, in the following order of preference: experience/performance and capabilities. The price proposals for only the the most qualified contractors will be considered. The Postal Service will select the offeror that provides the best value to the Postal Service. A PRE PROPOSAL MEETING WILL BE HELD AT THE SITE ON WEDNESDAY, MARCH 16, 2011, AT 9:00 A.M. EST. ATTENDANCE IS HIGHLY RECOMMENDED.
