- Past Performance Info Commerial - Evaluation PBSO Description: 1. This a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. Solicitation S5105A-11-R-0006 is being issued as a request for quotation (RFQ). This notice and the incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS). All responsible sources may submit a proposal. 3. This acquisition is a total small-business set aside and the associated North American Industry Classification System (NAICS) code is 561110 - Office Administrative Services with a size standard of $7 million dollars. Contract Line Items: Base Year: Quantity Unit of Measure Unit Price Amount 0001 0001AA Option Years: (1) 1001 1001AA (2) 1002 1002AA (3) 1003 1003AA (4) 1004 1004AA Description of Services: Providing service to effectively coordinate the planning and evaluation and scheduling and tracking of personnel training within the DCMA-ITCSO user community while providing technical advice and assistance to all levels of management regarding ITCSO training. Period of Performance: Base Year CLIN 0001: 04/1/2011-03/31/2012 Option Year 1 CLIN 1001: 04/01/2012-03/31/2013 Option Year 2 CLIN 1002: 04/01/2013-03/31/2014 Option Year 3 CLIN 1003: 04/01/2014-03/31/2015 Option Year 4 CLIN 1004: 04/01/2015-03/31/2016 Place of Performance: DCMAIT-DX Rosemary Hamilton 495 Summer Street Boston, MA 02210 FOB: Destination, unless specified differently in the award the supplier is responsible for inspection and quality control requirements. 4. FAR Clauses 52.212-1 through 52.212-5 apply to this procurement. Proposals will be evaluated under the provisions of FAR Part 12, 52.212-2 Commercial Items-see modified provision, and FAR 13.5, Simplified Acquisition Procedures. The responsible offerors must be registered in the Online Representations and Certifications (ORCA) database (available at: http://orca.bpn.gov/) system per FAR 52.212-3, and submit a completed copy of the Offeror Representations and Certifications - Commercial Items with their quote. Offerors must also be registered in the Central Contractor Registration database (available at: www.ccr.gov) per FAR 52.212-1. The Government contemplates an award of a Firm-Fixed Priced purchase order contract resulting from this solicitation. 5. Proposal Deadline. Offers are due Friday, March 18, 2011, 12:00p.m. Eastern Standard Time (EST). Questions are due Tuesday, March 15, 2011, 10:00a.m. Eastern Standard Time (EST). Number of Contracts to be Awarded The DCMA intends to award to one contractor; however, DCMA reserves the right to not award a contract, as it is dependent upon the quality of the proposal/quote submitted and availability of funds. Rejection of Unrealistic Offers The Government may reject any proposal/quote that is evaluated to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low in cost/price when compared to Government estimates, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
