PDF version of the presolicitation description NAICS: 541611 CLASSIFICATION CODE: R - Professional, administrative, and management support services SUBJECT: Pre-Solicitation Notice for the procurement of a performance-based Indefinite Delivery Indefinite Quantity (IDIQ) contract, as defined at FAR 37.6, to support the Department of Homeland Security's (DHS) United States Visitor and Immigrant Status Information Technology (US-VISIT) Program, primarily the Program Management Division. PLACE OF CONTRACT PERFORMANCE: The primary contract area is the Washington D.C. metro area. The successful contractor will be required to have or establish an office in the Washington D.C. metro area. The secondary contract area is the rest of the United States and all land, air, seaports, ferry crossings and railroads - nationally and internationally and any other area that is determined to be mission related. DESCRIPTION: This procurement will result in a performance-based Indefinite Delivery Indefinite Quantity (IDIQ) contract for program/project management and internal logistics support services for the US-VISIT Program. US-VISIT is responsible for collecting, maintaining, and sharing information through biometric identification and analysis services for homeland security decision makers. The successful firm will be tasked with accomplishing non-inherently governmental scopes to fulfill requirements that will assist US-VISIT in accomplishing their mission. The performance characteristics of this IDIQ will be unique to the implementation of various initiatives required by US-VISIT. The specific services required by the contractor are dependent on the requirements of task orders. The contractor shall perform at least 50% of the work with its own forces. The contractor shall be able to continuously handle multiple complex, high-profile, projects of various sizes in multiple locations at any given time. The contractor shall be able to respond rapidly on an emergency as-needed basis throughout the contiguous United States. The successful firm will provide services to support to the US-VISIT Program. That support may include the planning and execution of services related to the needs of US-VISIT including, but not limited to professional management and execution of US-VISIT program activities, pre-planning, strategic program planning, consulting, budget and schedule development, inspection and oversight services, environmental/LEED related services, design review and management, cost estimating, cost/price analysis, technical analysis, project and program scope development, construction management, development and maintenance of electronic databases, database support, Information Technology support, GIS services, modeling, master facility planning, building management, conference/meeting room management, technical writing, internal communication, records management, continuity of operations and emergency management, internal policy and procedures, FOIA management, business operations management, and asset management. Work associated with the task orders anticipated under the proposed IDIQ contract will require the respective firm to have the capability of assigning such disciplines as program managers, project managers, planners, schedulers, programmers, architects, engineers, inspectors, cost estimators, specifications writers, environmental specialists, historic preservationists, GIS specialists, modelers, budget analysts, database developers, graphics developers, public affairs specialists, records management specialists, asset managers, and administrative assistants as needed for support of programs and projects, including possible on-site services at federally owned and operated buildings or facilities. The successful firm will not perform design or actual construction work. This contract is intended to support the mission objectives of the US-VISIT program. In the instance that the US-VISIT program is restructured or re-organized within DHS, this contract shall continue to support those mission objectives as the Government deems appropriate, and as approved by the contracting officer. For this procurement we will be evaluating technical proposals in addition to price. Technical factors, when combined, will be significantly more important than price. The technical evaluation process will consist of a written technical proposal addressing the following evaluation factors - Experience and Past Performance, Management and Technical Approach, Qualifications of Key Personnel, and Subcontracting Plan/Small Disadvantaged Business Utilization Plan. If a competitive range is established the Government may hold oral presentations/interviews. The contract period of performance will be one base year with four one-year options to be exercised at the discretion of the Government. The proposed contract will have a maximum ordering limitation (MOL) of $10 million per year for a total maximum amount of $50 million over five years. The balance of any unused MOL from each period may be carried forward to the next option year at the discretion of the Government. Therefore, each of the four option years' MOL may exceed $10 million. Each option year's MOL will be identified when the option is exercised. Anticipated date for solicitation release is 15 days after the publication of this pre-solicitation notice. A pre-proposal conference will be held in Washington D.C. approximately 10 days after the solicitation is issued. Proposals will be due approximately 30 days after the solicitation is issued. All responsible sources may submit a proposal which shall be considered by the agency.
